Project Objective: The objective of this project is to Re-form (8) Existing ¼ Acre Catfish Ponds as shown on the drawing below. This project is located at the Warmwater Aquaculture Research Unit at USDA-ARS in Stoneville, MS Site Location: This project is located at USDA-ARS in Stoneville, MS. Utilization of Bio-Based Products: The contractor shall utilize products and materials from bio-based materials, (e.g. bio-based greases; bio-based hydraulic fluids, bio-based absorbents), to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR). Products can be found at: https://www.biopreferred.gov Safety: The contractor will submit a Site Safety Specific Plan/Accident Prevention Plan in industry recognizable format to the Contracting Officer within 7 days of contract award. The Plan shall include phone numbers and maps to the local Dr. Office and nearest Hospital. Requirement: Provide all equipment, materials, brackets, labor, etc. to: Reform (8) 0.25 Acre Fishponds as shown on the Drawings. A. Pond Re-form: USDA will drain all ponds and kill weeds if necessary. The Contractor will use existing soil sediment within the Ponds to grade pond bottoms level to bottom of north drainpipe locations as shown on the drawing. The Contractor will use existing soils to grade side slopes as shown on the drawings. The finished slope of each levee should be 4:1 and the final depth of each pond should be between 5 to 6 feet. The existing pond soil is Sharkey Clay, native soil when ponds were originally constructed. The levees shall have a finished top width of at least 20 feet to allow for ease of ingress and egress with trucks and utility vehicles when stocking or working within these ponds. B. Ingress/Egress: Access to the site is located through the Gate at the Southeast Corner of fence and is shown on the Drawing. Any other access to the site must be approved by USDA Personnel prior to other access. -- 5 of 7 -- 6 Re-form Drawing: Contractor Responsibility: 1. Contractor will verify all dimensions and site conditions prior to beginning work. 2. Contractor will perform the work as listed in the above outlined Base Bid. 3. Contractor shall keep work area clean daily and take measures to control debris while work is being performed. 4. Contractor is required to manage the project and consult with the Government prior to beginning all work phases. And, to work in a manner that minimizes the impact of the work on Government operations, research, and functions. 5. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations. 6. Contractor must always have a Foreman on the job while working on this project. 7. Contractor will provide their own restroom facility and dumpster. 8. Contractor will remove all demolished material and debris from the worksite and dispose off-site. Material / Submittals: If applicable, Contractor shall supply all materials necessary to successfully complete the project and deliver a functioning system as required. Submittals on all material incorporated into the work, including shop drawings and specifications, used on this project shall be submitted to the EPM and Contracting Specialist as noted in this document. Electronic submittals are acceptable otherwise three written submittals are required. -- 6 of 7 -- 7 Installation Procedure: Contractor will verify all dimensions and site conditions prior to beginning work. Contractor will schedule the work between working hours as listed below. Contractor is required to provide labor, specified material, equipment, and other tools required to perform the job fully and completely. No Government equipment will be available for use by the contractor. The contractor shall always be responsible for protecting his work and ensuring the safety of his crew and ARS employees. Upon completion of the project, the contractor shall remove from the premises all accumulated materials and rubbish caused by the project. Premises shall be left in a clean, orderly, and acceptable condition. Damage to Property: Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government. Inspection and Acceptance: A government representative shall inspect and approve the work performed on this project. The Contractor shall schedule inspection a minimum of 10 days in advance, in writing, to the Contracting Officer. Project Schedule: The completion of this project shall not exceed 120 days from date of Notice to Proceed. A request for time extension must be submitted to the Contracting Specialist in writing. Each request must include specific and detailed reasons in support of the schedule alteration. Work Hours: Contractor work hours shall be Monday through Friday, seven (7) A.M. to four (4) P.M. with the exception of Government holidays. Any changes to work schedule shall be submitted to Contacting Officer for written approval prior to schedule change. -- 7 of 7 --
