STATEMENT OF WORK (20260616)
1. SCOPE:
1.1 The purpose of this procurement is for the contractor to Replace Chain Net. Port Operations (Port
OPS), Commander Fleet Activities Sasebo (CFAS) has several floating form filled fenders and
those fender wrapped chain net for preventing fender damage. Two of fender’s chain net were
broken and cannot use as fender for ship berthing on pier. Provide all required labor, tools,
materials, and equipment to accomplish the requirements.
1.2 Location of Work: At contractor’s yard.
1.3 Identification:
1.3.1 Quantity : (2) Foam-Filled Marine Fender with Chain and large Tire Net
Manufacture: Marine fender International
Size: 4.5M (D) x 9.0M (L) / Weight: 11 Tons / Chain net: 4.1 Tons
1.4 The effective period of this order is stated at DELIVERY INFORMATION on SF 1449.
Coordinate work schedule with the Government Technical Point of Contact (Govt TPOC).
Accomplish the work stated on this SOW within four (4) months from contract award date. If the
contractor realizes any potential or actual delay in performance, report to the Govt Contracting
POC via the Govt TPOC.

3. REQUIREMENTS:
3.1 Pre-Fabrication Approval documents
Submit the following documents to the Govt TPOC for review and approval before the start of
work, no later than twenty-five (25) working days after contract award. Government technical
review will be completed and returned with comments within ten (10) working days after receipt
from the contractor.

3.3 Port OPS will deliver item listed in 1.3.1 to contractor’ yard via water and pick it up after
completion within Sasebo Bay (limit to Sasebo Harbor Limit). Contractor shall lift the
item listed in 1.3.1 between sea surface and the contractor’s yard.

3.4 Assemble and fit chain net to the Foam-Filled Marine Fender using items listed in 3.2 in
accordance with SOW Atch (1). Remove slack of chain as possible.
3.5 Inspection and Operational Test
Perform lifting condition to verify chain slack. The Govt TPOC will conduct visual inspection.
3.6 Dispose all existing chains and tires (2 Sets / Old)
4. GOVERNMENT FURNISHED
4.1 MATERIAL (GFM): None.
4.2 EQUIPMENT (GFE): None.
4.3 SERVICE: See paragraph 3.3.
4.4 INFORMATION: Similar fender can be seen at Port OPS.

5.2 Only the Government Technical POC has authority to coordinate schedule with the contractor within terms and
conditions of this contract. The Government Technical POC will coordinate base access and provide escorts for the
contractor if escorts are required for personnel entering, departing, and working in required areas. Ask any payment
issue as the first POC.
5.3 Only the Contracting Officer and/or designated Contracting POC (see block 9 at the 1st page) have authority to
change any terms and conditions of this contract. Report any conditions, discrepancies, and/or finding to the
Contracting POC via the Government Technical POC. In the event the Contractor effects any change at the
direction of any person other than the Contracting Officer, the change will be considered to have been made without
authority and no adjustment will be made in the contract price to cover any increase in charges incurred as a result
thereof. See NAVSUP Local Text titled “Authorized Changes Only by the Contracting Officer.”
