2 SOW 4.2; Section 01
35 26
SOW 4.2 requires the APP and AHA plan to be submitted within 3 days
from issuance of this Task Order and approved prior to construction
activities. Section 01 35 26 includes separate APP/AHA timing
requirements. Please confirm the required post-award timing for APP
and AHA submissions and approvals before field mobilization.
Follow 1.9 ACCIDENT PREVENTION PLAN
(APP) in 01 35 26 in ATTACHMENT A –
Scope of Work.

3 SOW 3.10
SOW 3.10 states that all Contractor employees, subcontractors,
suppliers, and supplier employees must have valid Government-issued
passes/badges and that delays caused by failure to obtain
passes/badges will not justify a time extension. Please confirm whether
short-duration subcontractors, suppliers, testing agencies, and
manufacturer/startup representatives may use one-day visitor passes for
construction-phase access, or whether all personnel must obtain longer-
duration DBIDS/base access badges prior to performing work.
See 01 14 00 Work Restrictions -
"Participation in the DBIDS is not mandatory,
and Contractor personnel may
apply for One-Day Passes at the Base Visitor
Control Office to access an
installation."

SOW 5.1, 5.2;
Architectural
Demolition Scope
Asbestos and lead test reports are not available for Building 582, but the
project requires demolition of gypsum board ceilings, acoustical
ceiling/grid, paint disturbance, HVAC demolition, and electrical
demolition. Please confirm whether the Government will provide
asbestos/lead/hazardous material testing prior to construction, or
whether the Contractor must include hazardous material testing/survey
costs prior to disturbing ceilings, walls, insulation, paint, or other suspect
materials.
Since the NAS Building 582 was built in 1992-
93, hazardous materials are not anticipated.

Section 01 35 26
Please confirm whether electrical outages required for
demolition/reconnection may be performed during normal working hours
since the affected spaces will not remain in operation, or whether
outages must be scheduled after hours/weekends.

6 Drawing M-601;
Section 03 30 00
The project includes a small concrete equipment pad for two condensing
units, but M-601 requires concrete testing including one set of six
cylinders per truck and slump testing at commencement, when cylinders
are made, and for each batch of concrete. Please confirm whether full
concrete testing requirements apply to this small equipment pad, or
whether testing may be waived/reduced by the Government.
Please perform concrete testing as required
by the contract documents.

7 Drawing M-101;
Drawing M-601
M-101 states the new concrete pad must be sized for selected
equipment, maintain manufacturer clearances, extend to the exterior
wall, and not disturb existing vegetation. M-601 provides a section detail
but does not provide plan dimensions. Please confirm whether final pad
dimensions may be based on selected equipment and manufacturer
clearances, field verified after award, provided the pad extends to the
exterior wall and avoids existing vegetation.
Follow directions of Keynote #9 on M-101 and
Section A3 on M-601.

8 SOW 7.8.2; Drawing
A-101
SOW 7.8.2 and Drawing A-101 require demolition of the existing access
panel in Room 102, but the new work plan does not clearly identify a
replacement access panel. Please confirm whether a new access panel
is required in Room 102. If required, please provide size, material, finish,
fire-rating if applicable, and location requirements.

9 SOW 7.8.1; Drawing
A-101
The SOW requires protection of existing wall-mounted fire alarm devices
during ceiling demolition. Please confirm whether any fire alarm
contractor involvement, device removal/reinstallation, standby, testing,
or recertification is required, or whether protection in place by the
demolition/ceiling contractor is acceptable.

Drawing M-101
SOW 7.9.4 and 7.9.5 require all exterior wall penetrations to be sealed
watertight after demolition and installation of HVAC/electrical work. M-101
also requires sealing exterior wall penetrations after removal and installation.
Please clarify the required repair method for abandoned penetrations: sealant
only, masonry infill/patching, sleeve/cap, or another specified detail.

M-101 indicates condensate drains routed outside and spilled to grade/splash
blocks in suitable locations. Please confirm exterior condensate discharge to
grade is acceptable for all three ductless split systems and identify any
restrictions for discharge locations near walkways, vegetation, building walls, or
public areas.
