FEDERAL BUREAU OF PRISONS FDC SeaTac B&F PROJECT 24Z6AQ2 Replace Four Water Heaters STATEMENT OF WORK I. SPECIFICATIONS A. INTRODUCTION 1. The Federal Bureau of Prisons (FBOP), FDC SeaTac located at 2425 S. 200th Street, SeaTac, WA 98198 intend to make a single award to a responsible entity that will provide all necessary equipment, labor, materials, and incidentals for the proper removal and disposal of FOUR (4) existing water heaters, and the complete installation of FOUR (4) new Water Heaters. 2. All specified parts and materials must meet current industry standards. If proposing an alternative product, the contractor must provide detailed technical specifications, costs, installation requirements, and availability for review and approval. The government reserves the right to determine if the product is equal to or better than the specified item. 3. Awarded contractor shall be a reputable company with a valid and current contracting license, federally vetted and approved, to install commercial permanent fences. If required, the contractor, including sub-contractor personnel, shall have applicable certifications or proof of experience detailed in public records, reflecting competency in executing such project. The Contractor shall provide the Institution’s Contracting Officer and his Representative (COR) with such proof upon request. 4. All work and materials must comply with applicable local, state, and federal codes, including the latest editions of the International Building Code, National Plumbing Code, National Electrical Code, NFPA, Life Safety Code, OSHA, American Correctional Association Standards, and other relevant regulations. In addition, all work shall be performed in accordance with industry best practices, ensuring high-quality craftsmanship, durability, and safety. A.1 Existing Equipment 1. Lochinvar Copper-Fin II CFN1802PM located in the Institution's Powerhouse Boiler Room. 2. Quantity: 4 A.2 New Equipment (Preferred) 1. Lochinvar Copper-Fin II CFN1802PM, with the latest iteration of the SMART SYSTEM control platform. 2. Required Quantity: 4 A.3 Product Basis of Design 1. The equipment specified herein establishes the standard of quality, function, and capacity required. Requests for "Approved Equal" products will be considered in accordance with Substitution Procedures. Any proposed alternative must meet the following: a. Efficiency: Must meet or exceed 85% Thermal Efficiency. b. Space: Must fit within the designated mechanical room footprint including all required service clearances. -- 1 of 5 -- c. Weight: Operating weight must not exceed structural floor loading limits of the specified model. d. Coordination: The contractor is responsible for any costs associated with piping, electrical, or venting redesign required using an alternate manufacturer. 2. The Lochinvar Copper-Fin II, Model CFN1802PM is designated as the sole Basis of Design for this project to ensure seamless integration with the facility's existing infrastructure. 3. All substitutions are subject to review and written approval by the FBOP prior to bid acceptance. The Contractor shall be responsible for any costs associated with piping, venting, or electrical modifications required to accommodate a substitute brand. B. SCOPE OF WORK 1. Contractor shall safely isolate and disconnect all-natural gas, electrical, and water utilities for the four (4) existing Lochinvar units. Gas lines must be capped and leak-tested immediately upon disconnection. 2. All old equipment must be hauled off-site. Due to the high-security nature of FDC SeaTac, the Contractor must coordinate all scrap removal and vehicle movements with the COR or Facility Manager. Equipment shall be disposed of at a certified recycling facility in accordance with Washington State environmental laws. 3. The Contractor shall provide all labor, materials, and equipment to install four (4) new Lochinvar CFN1802PM natural gas water heater in a direct-vent configuration. 4. Contractor shall install the water heater on a level, non-combustible floor (concrete) with a minimum 24-inch clearance from all sides and ceiling. 5. Contractor shall follow the configuration of this water heater by using factory-specified venting options. 6. Contractor shall install a DirectAire venting system (Vertical or Horizontal) as per manufacturer specifications. 7. Contractor shall ensure maximum air inlet and vent length must not exceed 50–100 equivalent feet depending on the specific vent kit used. 8. Contractor shall ensure horizontal runs are slope upward at least 1/4 inch per foot to prevent sagging and ensure proper drainage. 9. Contractor shall ensure vent termination is at least 3 feet above the roof. 10. Contractor shall connect to 1,800,000 BTU/hr. natural gas supply; verify existing gas pressure meets Lochinvar’s minimum requirements for high-input units. 11. Contractor shall install 2-1/2" NPT water connections. 12. Contractor shall install a flow switch and a Temperature & Pressure (T&P) relief valve, with discharge piping terminated within 6 inches of the floor. 13. Contractor shall ensure 120 VAC power (approximately 4.37 running amps) is available as provided by FBOP to operate the unit and any powered vent caps. B.1 Federal Security & Network Isolation Requirements 1. Offline Operation: All SMART SYSTEM controls must function autonomously. 2. No Wireless Access: The CON·X·US® Wi-Fi module shall be omitted. All wireless broadcasting (Wi- Fi/Bluetooth) must be physically disabled or removed to comply with prison security protocols. -- 2 of 5 -- 3. Hardwired Integration: Any Building Management System (BMS) communication is restricted to hardwired RS-485 Modbus or 0-10 VDC signals. No internet-facing gateways are permitted.
