Draft Department Of the Air Force, AFTC Window Cleaning Services for The 412 TENG Performance Work Statement DATE: 24 July 2026 -- 1 of 6 -- Draft 1.0 BACKGROUND Exterior window cleaning is required at Building 2710. 2.0 OBJECTIVES Professional window cleaning services are required. Windows are cleaned without leaving streaks, watermarks, or chemical residuals. 3.0 DESCRIPTION OF WORK This contract covers window cleaning services. Contractor shall provide all labor, tools, transportation, supervision, applicable equipment (ladder, Scaffolding, mechanical lift, etc.), cleaning materials (must use 30 SW approved chemicals) to clean windows in building 2710 a two-story building . Windows shall be cleaned on both surfaces (interior and exterior). This includes wiping the windowsills. The total number of windows and glass is listed in table 1. Windows in the atrium above the library, lining the stairs and the loft above the atrium lobby will require scaffolding or some other means to reach and clean windows, the contractor must be aware that the Flooring load capacity in the atrium lobby cannot exceed___lbs Window cleaning shall be done every six months. Work hours shall be determined mutually between the contractor and the TENG facility manager. 3.1 Task 1: Contractor shall clean all exterior windows and glass listed below in Category 1: Exterior Windows and Glass. 3.2 Task 2: Common area Glass Cleaning shall clean all windows and glass listed below in Category 2: Common Areas, Collaboration Spaces, and Library Glass. 3.3 Task 2: Common area Glass Cleaning shall clean all windows and glass listed below in Category 3: All Other Interior Glass and Windows. 3.4 Task: Final wall-through inspection with the contract shall be accomplished before work is certified as complete. 3.5 Task 4: Invoice shall be provided to the POCs and paid via Wide Area Workflow. Payment will not be received until task 3 is completed. 4.0 DESIRED SKILLS AND KNOWLEDGE -- 2 of 6 -- Draft Contractor shall be California-licensed and shall be certified and knowledge in window cleaning and janitorial services and must have cleaned commercial buildings with a minimum of 3 years. Contractor shall comply with the AFOSHA safety requirements if applicable. 5.0 DELIVERY TIME FRAME At minimum window cleaning will be scheduled on a biannual basis or based on a mutually agreed upon schedule. 5.1 Government Furnished Items 5.1.1 The AF will not provide any tools, equipment or cleaning materials. Contractor shall provide all tools, equipment (ladder and mechanical lift) and cleaning supplies to complete this contract. Contractor is responsible for removing all equipment and unused chemicals when the contract is completed. Notes: Contractor is required to use 30 SW approved cleaning materials. 5.1.2 Facility blueprints and design maps, and other required facility data. 5.1.3 Access to base and installation facility in Bldg 2710. 5.2 Government Furnished Equipment There shall be no government furnished equipment for this contract. 5.3 Government Furnished Services Utilities: Electricity outlets are available in most areas. Water faucets are only available in certain areas outside of each building.
