Performance Work Statement (PWS) DRAFT (Includes associated Performance Requirements Summary (PRS) DRAFT HQDA Best Squad Competition (BSC)-Community Event Fitness Competition Resource Requirements 19 September 2026 Part 1 General Information 1. General: This is a non-personal services contract to provide services to support HQDA 2026 Best Squad Competition-Community Event and Fitness Competition held 19 September 2026 with a period of performance to start at date of award (estimated to begin 17 August 2026) through 20 September 2026. The Government shall not exercise any supervision or control over the contract service providers performing the services herein.  Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to support the HQDA Best Squad Competition-Community Event, including the Fitness Competition, as defined in this Performance Work Statement (PWS). The Contractor shall perform all work to the standards established in this contract. 1.2 Background: The Headquarters Department of the Army (HQDA) Best Squad Competition (BSC) was instituted in 2022 by the Sergeant Major of the Army (SMA). The BSC is an annual event used to select the United States Army Best Squad of the Year (BSOY), Non-Commissioned Officer of the Year (NCOY) and Soldier of the Year (SOY). The intent of this Community Event, as directed by the (SMA), is to host an event aimed at enhancing recruitment efforts by engaging with prospective recruits and the public. The event will focus on highlighting Army fitness, opportunities, fostering community engagement, and building strong relationships between the Army and the local community. 1.3 Objectives:. The contractor shall provide comprehensive event coordination, equipment, set-up and logistical support for the execution of the Best Squad Competition (BSC) Fitness Competition and Community Event. Primary location: The National Infantry Museum (NIM), Inouye Field, 1775 Legacy Way, Columbus, GA 31903. Alternate location: Indoors alternate location on Fort Benning, Smith Gym, building 2874, 6835 Puckett Pkwy, Fort Benning, GA 31905. The contractor must ensure all personnel to include delivery drivers, set-up crews and competition judges are registered and compliant with access requirements for Fort Benning, GA. Access procedures and requirements are provided in Part 6 of this PWS. Fort Benning Fort Benning 1.4 Scope: The Contractor shall provide fitness equipment, judges, transportation, tools, materials, supervision/personnel to set-up/tear down equipment, and other items necessary to perform services as described in the PWS and associated contract documents required for the HQDA Best Squad Fitness Competition-Community Event. The event will include the following competitions to be held on 19 Sep 2026 which the contractor shall support: Morning: HQDA Best Squad Fitness Competition Afternoon: Community-Based Fitness Teams Competition Judging and scoring requirements shall apply to both event components. The Contractor shall perform to the standards and acceptable quality levels identified in this PWS and associated contract documents. Services and specific tasks are outlined in Part 5 include, but are not limited to, fitness competition planning, event planning, coordination, equipment provision, and set-up/tear down operations. The Contractor shall coordinate closely with the Contracting Officer’s Representative (COR) beginning day of the award. A complete fitness competition plan shall be submitted at time of quote. Fitness equipment shall not be placed on the ground until appropriate ground protection measures are fully installed. 1.5 General Information: 1.5.1 Quality Control (QC): The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. Quality Control Plan (QCP) shall be submitted to the KO and COR within 5 days after contract award. A comprehensive written QCP shall be submitted to the KO and COR within 5 working days when changes are made thereafter. The contractor’s quality control program is the means by which the contractor assures that work complies with the requirement of the contract. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to the QC system. 1.5.2 Quality Assurance: The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the acceptable quality levels (performance thresholds). 1.5.3 Recognized Holidays: The following provides information on recognized holidays for the purpose of the PWS. If submittal of any documentation (e.g. deliverables, submittals, etc.) deadlines fall on a holiday, the closest workday prior to the holiday will apply as the deadline for submittal. Work shall not be performed on U.S. federally recognized holidays occurring during the normal workweek unless otherwise directed by the Contracting Officer. When a U.S. holiday occurs on a Saturday or a Sunday, the holiday is observed on the preceding Friday or following Monday, respectively. New Year’s Day January 1st M. L.
