Subject: Request for Proposal (RFP) SC-26-699 Concrete Sidewalk Repair
Ames Laboratory, under a prime contract with the U.S. Department of Energy (DOE), has a requirement
for construction. With this Request for Proposal (RFP), you are invited to furnish a fixed-price proposal
for this requirement. All work is to be performed in accordance with the Appendix B – Contractor
Requirements dated April 21, 2026.
For your information and use in preparing this proposal, we are providing you with the following applicable
provisions.
1. DESCRIPTION AND LOCATION OF WORK
Refer to Appendix B – Contractor Requirements dated April 21, 2026.
2. SMALL BUSINESS SIZE STANDARDS
The applicable annual receipt criterion for a small business concern in this area of general
construction is a concern that had average annual receipts for the preceding three (3) years not
exceeding $45 mil for NAICS Code 237310 Highway, Street, and Bridge Construction (Includes
Sidewalks).
3. MANDATORY PRE-PROPOSAL MEETING AND SITE TOUR (MANDATORY)
A mandatory pre-proposal meeting and site tour are scheduled for 6/4/2026 at 9:00 a.m. CDT in
room 205 TASF located at 2408 Pammel Drive, Ames, IA 50011. Visitor parking permits are
available on-line through ISU Parking Division https://apps.parking.iastate.edu/visitor-permits
The meeting provides an opportunity to discuss and clarify this RFP. However, nothing said or
represented in the meeting shall be deemed to modify RFP requirements unless followed by a
written amendment. Offerors are requested to submit questions relative to the RFP in advance of
the meeting so the Laboratory may prepare responses. Please send an RSVP with the names of
those planning on attending and the country of citizenship of each attendee to
saxton@ameslab.gov. Those attending must have a real ID or passport ready to present upon

arrival. All guests will be greeted at the East ground floor entrance of TASF, escorted to the
badging station and then escorted to the meeting room on the second floor of TASF.
4. EXPLANATION OR INTERPRETATION OF RFP DOCUMENTS
Any prospective offeror desiring an explanation or interpretation of the solicitation, drawings,
specifications, etc., must be requested via e-mail to saxton@ameslab.gov by 4:00 p.m. CDT,
6/10/2026. Verbal answers are not binding on any party. Any information given a prospective
offeror concerning a solicitation will be furnished promptly to all other prospective offerors as an
amendment to the solicitation, if that information is necessary in submitting proposals or if the lack
of it would be prejudicial to the other prospective offerors.
5. PERIOD OF PERFORMANCE
Work on-site will commence as negotiated after the notice to proceed has been issued. The work
will be completed no later than 9/25/2026 unless an extension has been approved by the Ames
Laboratory Purchasing Representative.
6. INSURANCE
Certificates of insurance of the types and in the amounts set forth in “Bonds and Insurance” clause
in the enclosed Appendix B, Ames Laboratory Terms and Conditions for Fixed-Price Construction
Contracts will be required of you before physical work at the site commences. In accordance with
paragraph (g) of “Bonds and Insurance” clause, all policies shall provide by appropriate language
that Ames Laboratory, Iowa State University and the United States Government are additional
insureds, that the insurance afforded by such policies is primary insurance, and that all rights of the
insurer for contribution from other insurers of Ames Laboratory, Iowa State University and the
United States Government are waived.
7. PAYMENT BOND
If the contract exceeds $150,000, the successful offeror will be required to furnish Ames Laboratory
with a Payment Bond within (10) calendar days after the effective date of the contract in a form
and with sureties satisfactory to Ames Laboratory. (See the “Bonds and Insurance” clause and the
“Additional Bond Security” clause in the enclosed Appendix A.)
8. PERFORMANCE BOND
If the contract exceeds $150,000, the successful offeror will be required to furnish Ames Laboratory
with a Performance Bond within (10) calendar days after the effective date of the contract in a form
and with sureties satisfactory to Ames Laboratory. (See the “Bonds and Insurance” clause and the
“Additional Bond Security” clause in the enclosed Appendix A.)
9. BID SECURITY
A certified check, cashier's check or an acceptable bidder's bond such as AIA Document 310,
payable to The Ames Laboratory in an amount not less than five percent (5%) of the largest possible
total amount for the bid submitted, including the consideration of additive alternates, if any, must
accompany each proposal. Such checks or bid bond will be returned to all except the three lowest
Bidders within 5 days after the receipt of bids, and the remaining checks or bid bonds will be
returned promptly after The Ames Laboratory and the accepted Bidder have executed the Contract,
or, if no award has been made within 30 days after bid receipt date, upon demand of the Bidder of
