IRA-26-1525 1. Program Objectives The objective of this effort is to provide additional high pressure air (HPA) storage capacity for the Arnold Engineering Development Complex (AEDC) at Arnold AFB, TN. This will be accomplished by the installation of two new HPA storage systems, consisting of storage vessels, piping, valves, equipment, instrumentation, foundations, support structures, and platforms. The project also includes all utilities, equipment, and controls required to support the new storage systems. The minimum success criteria for the storage systems are described in Attachment 1 – Performance Parameters. 2. Contract Objectives At a minimum, the contract shall define the following: 2.1. Work to-be Performed: Provide specific, performance-based, quantitative terms of the work to-be-done, in the form of a Statement of Work (SOW), to satisfy the performance requirements established in Attachment 1 – Performance Parameters. The SOW shall clearly identify and describe, in detail, all design, procurement, fabrication, installation, inspection, testing, and checkout activities required to provide fully functional HPA storage systems. 2.2. Milestones: Planned, significant events shall be identified in the SOW, including a schedule identifying when each will occur. IRA-26-1525 2.3. Data Deliverables. Tangible or intangible data items produced as a result of the work performed shall be identified in the SOW, as well as their anticipated delivery date, method of delivery, format, and quantity. Data Deliverables for this effort shall include, at a minimum, all documentation identified in Appendix B in Attachment 1 – Performance Parameters, including the following:  Statement of Work  Site Plan  Mechanical, Structural, Electrical, and Controls Operational Drawings (P&IDs, Schematics, Line Diagrams, or Wiring Diagrams)  Mechanical, Structural, Electrical, and Controls Fabrication and Installation Drawings  Mechanical, Structural, and Electrical Analysis Reports  Equipment Specifications for Major Equipment (e.g. Storage Vessels)  Hazard Tracking Log  Project Risk Assessment  Permits  Demolition Plan  Manufacturing Plan  Installation Plan  Concept of Operations  Failure Modes and Effects Analysis (FMEA)  Verification, Validation, and Acceptance Plan  System Test Plan  Non-Destructive Examination Results (e.g. Weld Inspections and Leak Tests)  Electrical Testing Results (e.g. Resistance and Continuity Tests)  Pressure Test Results  Training Materials and Documentation  User Manuals or Vendor-Supplied Maintenance Documentation -- 2 of 4 -- 3 STINFO SOO # 17105-26-001 21 April 2026 Statement of Objectives (SOO) AEDC-Arnold AFB: High Pressure Air Storage Expansion DISTRIBUTION A: Approved for public release: distribution is unlimited. IRA-26-1525 2.4. Data Rights: The Government shall receive Unlimited Data Rights to all Contractor-Provided technical data, analysis, drawings, software, code, and programming produced in performance of this effort. Following approval by the Government, all drawings, analysis reports, documentation, and source code developed for this project shall be provide to and become the property of AEDC. Drawings shall be provided in a native file format compatible with AutoCAD. All source code shall be provided in the native file format. Drawings and analysis reports shall not be marked proprietary of otherwise restricted. 2.5. Training: The Government shall receive on-site orientation and training for all new equipment or systems. Training will be recorded by the Government for future use. 3. Quality Control Plan (QCP): The contract shall define the development and maintenance of a quality control plan to ensure the requirements established within this Statement of Objectives, including all attachments, are met in accordance with the SOW. This shall include the development and implementation of procedures to meet milestones and to ensure appropriate corrective action is taken when milestones are not met. 4. Program Management Objective: Allow offerors the maximum flexibility to innovatively manage schedule, performance, risks, warranties, subcontracts, and data so that it satisfies the user’s performance requirements (see Attachment 1 – Performance Parameters).
