ARTICLE I - Fort Knox QRP:
Fort Knox QRP, agrees to the non-exclusive sale of post-consumer lead acid batteries to the winning bidder, as outlined in Article II.1.
Quantity: One load consisting of approximately 42,212lbs.
The QRP agrees to notify the winning bidder when the used lead acid batteries are ready for pick-up. The Fort Knox QRP agrees to provide a forklift and operator to assist in loading the winning bidder’s vehicle. Securing the load is the sole responsibility of the winning bidder or his agent once the product has been loaded and has left the compound.
The QRP will invoice the bidder within five (5) business days of the pick-up of the recyclable materials. Payment is required within fifteen (15) calendar days from date of pick-up.
According to its sole discretion, the QRP reserves the right to reject bids as non-responsive. Any potential bid may be deemed non-responsive for reasons including, but not limited to, failure of the bidder to conform to this solicitation, the bidder’s previous failure to conform to safety or environmental requirements, the bidder’s previous or current indebtedness to the Federal Government, or previous acts of negligence or misconduct on behalf of the bidder related to the their performance of a Fort Knox QRP sales agreement or similar sales agreement with an agency of the Federal Government.
ARTICLE II - Bidder:
Specifications: The winning bidder agrees to pick up the recyclable materials according to the following specifications:

A visit by prospective bidders to examine/view the materials offered may be arranged by contacting the Fort Knox QRP at (502) 624-5026, or 520-945-1393, 8:00 A.M.-3:00 P.M. EST Monday through Friday except for Federal Holidays. Materials will be available for examination until end of day one business day before all bidding closes. If the winning bidder fails to inspect product listed in Article II.1 of this solicitation, such failure to inspect could constitute acceptance of listed product as sold.
Modification of any terms of this solicitation will make your business's response nonconforming and eliminate it from consideration. Further, the Fort Knox QRP acknowledges that individual pricing information provided by your business will remain proprietary and confidential, until it is selected as the highest conforming offer to purchase. All other information included with your response to our solicitation will not be considered in evaluation of your offer and will not be reviewed during the price comparison process.

Pick–up: Winning bidder agrees to pick up the recyclable materials within five (5) working days after notification. The Fort Knox QRP shipping hours are from 7:30 A.M. until 2:30 P.M. EST, Monday through Friday except for Federal Holidays. * Note: Access to Fort Knox could be delayed so the winning bidder should allow time to gain admittance through the installation military gate to arrive at the QRP to meet the 2:30 P.M deadline. *
Transportation charges: The winning bidder agrees to provide transportation related to the pick-up and/or shipment of the recyclable materials at no charge to the Fort Knox QRP.
Pre-Award Survey: The winning bidder agrees to provide the attached Pre-Award Survey as part of this solicitation. Survey must be received at the same time this solicitation package is returned to the Fort Knox QRP.
Recycling Certificate: The winning bidder agrees to provide a certificate indicating the batteries received from the Fort Knox QRP have been recycled. The winning bidder shall provide the certificate within 45 days after receiving the batteries from the Fort Knox QRP. The certification shall reference the invoice number, quantity, and the date the batteries were received by the winning bidder.
