1.0 DESCRIPTION OF SERVICES
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools,
materials, supervision, and other items and non-personal services necessary to perform
commercial high-definition (HD) television services at the Goldrush Inn (Bldg. 2270,
5111,5112,5109,5110,5133,5134,5135,5145,5146,5147,5108,5282), Eielson AFB, AK, as
defined in this Performance Work Statement (PWS).
1.1 Scope of Work
The contractor shall provide a stable, "turn-key" high-definition satellite or commercial
television signal to exactly 252 guest rooms and common areas. The contractor shall furnish,
install, and maintain a centralized headend system (e.g., smartbox or receiver-based system)
integrated into the property’s existing coaxial distribution infrastructure.
1.2 Channel Lineup Requirements
The contractor shall provide a commercial television programming package. At a minimum, the
channel lineup shall include:
• A base tier equivalent to or exceeding the "DISH America’s Top 120" package.
• High-Definition (HD) programming for all channels where broadcasted in HD.
• Local network affiliates including ABC, CBS, NBC, FOX, and PBS.
• The system architecture must possess the capability to add sports, premium, international,
music, and additional specialty channels in the future without requiring a complete
replacement of the headend system.
1.3 Performance Standards and Signal Quality
The system must support simultaneous HD distribution to all 252 guest rooms and public areas
without degradation of service.
• Signal Strength: The signal level at the television outlet in every room shall be
maintained between 0 dBmV and +10 dBmV.
• Headend Output: Headend output levels shall maintain approximately 45 dBmV per
channel prior to distribution through the property's coaxial network.
• Clarity: Signal quality must be sufficient to provide stable HD picture quality free from
visible tiling, freezing, pixelation, or audio dropouts.

1.4 Maintenance, Support, and Outage Resolution
This is a comprehensive, firm-fixed-price, turn-key service. The contractor is fully responsible
for the maintenance and repair of the entire system from the signal source down to the room wall
outlets. The contractor's firm-fixed price shall include all labor, travel, and replacement
parts/materials necessary to meet the required uptime standards.
• Remote Monitoring: The system shall include remote monitoring and management
capabilities for troubleshooting and maintenance.
• Customer Support: The contractor shall provide customer support during normal business
hours and emergency support for major outages. Same-day remote troubleshooting shall
be provided whenever possible.
• Major Outages: Defined as an outage affecting the entire property, a floor, or a block of
rooms. The contractor shall respond to and fully resolve major outages within 24 hours of
notification by the Government.
• Minor Outages: Defined as an outage affecting isolated, individual rooms. The contractor
shall respond and initiate remote troubleshooting within one (1) business day. If an onsite
visit is required, the issue must be resolved within two (2) business days.
1.5 Existing Infrastructure Assessment
The property possesses an existing in-building coaxial distribution system (splitters, amplifiers,
wall plates, room outlets).
• Pre-Proposal Assessment: The Government will host a site visit prior to the submission
of proposals. The contractor is responsible for utilizing this site visit to inspect, test, and
verify the capability of the existing coaxial infrastructure to meet the signal quality
requirements in Section 1.3.
• Assumption of Risk: The contractor's firm-fixed price shall include any labor or materials
required to repair, replace, or upgrade the existing distribution network to achieve
acceptable performance standards. Post-award requests for equitable adjustment or
change orders for conditions that could have been identified during the site visit will not
be accepted.
2.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES
2.1 Utilities
The Government will provide necessary commercial electrical power and internet connectivity
(if required for remote monitoring) at the headend location.

2.2 Facilities
The Government will provide secure space within the Goldrush Inn (Bldg. 3192) for the
installation of the headend equipment.
2.3 Access
The Government will provide the contractor access to guest rooms, common areas, and
telecommunications closets as required for installation, maintenance, and repair, subject to
coordination with the Lodging Manager.
3.0 GENERAL INFORMATION
3.1 Hours of Operation
On-site installation and routine maintenance shall be performed during normal business hours
(Monday through Friday, 0730 to 1630 Alaska Time), excluding Federal Holidays, unless
otherwise coordinated with the Lodging Manager. Emergency onsite repairs to meet the 24-hour
SLA may be conducted outside normal hours upon approval by the Lodging Manager.
3.2 Security and Anti-Terrorism (AT) Requirements
3.2.1 Access and General Protection/Security Policy:
The contractor shall comply with all applicable installation/facility access and local security
policies and procedures (provided by government representative). The contractor shall also
provide all information required for background checks to meet installation access requirements
to be accomplished by the installation Provost Marshal Office, Director of Emergency Services,
or Security Forces. Contractor workforce must comply with all personal identity verification
requirements as directed by DoD, HQ USAF, PACAF, and/or local policy. In addition to the
