NAVAL SPECIAL WARFARE COMMAND (NAVSPECWARCOM) PERFORMANCE WORK STATEMENT (PWS) For Special Boat Training Command (SBTC) BACKGROUND Special Boat Training Command (SBTC) is a Security Cooperation school house that provides instruction in Maritime Security Operations to international military students from around the world, training over 400 students per year with an upward trend. SBTC provides training to countries in Southern Command (SOUTHCOM), Africa Command (AFRICOM), Northern Command (NORTHCOM), Central Command (CENTCOM), Pacific Command (PACOM) and European Command (EUCOM). OBJECTIVES The Contractor shall provide logistics support and training to SBTC to meet Conditions and Standards set forth in the Training Curriculum in the following areas: Strategic Leader International Course, Mission Command Fundamentals, Patrol Craft Officer-Coastal, Patrol Craft Officer-Riverine, Outboard Motor and Diesel Systems Overhaul and Maintenance, Technical Welding and Repair, International Small Arms Maintenance, International Tactical Communications Course, Instructor Development Course, Unmanned Aerial System (UAS) Operations and Planning, Unmanned Surface Vessel (USV) Operations and Planning, Patrol Craft Advanced Training-Riverine course. SCOPE The Contractor shall provide 43 contractors with the flexibility to 49, prior to the beginning or during the FY. Shall provide supervision and resources required by the Government in support of training, logistics, course, and curriculum development as defined in this Performance Work Statement (PWS). In addition to primary duties, all contractors will also have collateral duties to include cleanliness of all command workspaces, movement and inventory of command property, and other duties associated with a command re-missioning and modernization. This is a “non-personal services contract” as defined in FAR 37.101. It is, therefore, understood and agreed that Contractor and/or Contractor’s employees: (1) shall perform the services specified herein as independent contractors, not as employees of the Government; (2) shall be responsible for their own management and administration of the work required and bear sole responsibility for complying with any and all technical, schedule, or financial requirements or constraints associated with performance of this contract; (3) shall be free from supervision or control by any Government employee with respect to the manner or method or performance of the services specified; but (4) shall, pursuant to the Government’s right and obligation to inspect, accept or reject the work, comply with such general direction of the contracting officer, or the duly authorized representative of the contracting officer as is necessary to ensure accomplishment of the contract objectives. Anticipated Rough Order of Magnitude: The Government anticipates the following labor mix to execute the tasks defined in this PWS. The Government defines full time as 1912 per position. Paragraph 3.3.1-3.3.19 personnel are FTEs that are onsite full-time and support courses in paragraphs 4.4.3 through 4.4.13 that operate periodically throughout the year. Paragraph 3.3.20 through 3.3.23 personnel support courses in paragraph 4.4.1 and 4.4.2 that operate on a semester basis and are not FTEs or onsite full-time.
