Statement of Objectives
School Intercom system
1. Background
a. The schoolhouse is a three story facility with classrooms, offices, breakrooms, and
auditoriums. The schoolhouse is located on the Weapons Station side of Joint Base
Charleston. It is currently equipped with an old out of date intercom system that requires
to be replaced with an updated reliable, building wide intercom system to deliver clear
messages to all areas, including classrooms, hallways, and common spaces, supporting
daily operations and safety needs.
2. Description of Objectives
a. The objective of this project is to supply, and install a centralized public address (PA) and
intercom system throughout the school facility. The system shall provide clear and
reliable audio communication to all classrooms, hallways, offices, common areas, break
rooms, and auditoriums.
The contractor shall ensure the system supports:
• Two way, hands free communication: Enable communication from master station for
announcements, staff/student paging, and emergency notifications.
• Emergency functionality: Support rapid dissemination of emergency notifications, alarms, and
lockdown procedures across all exterior areas.
• Integrated scheduling and messaging: Speakers must include a built in clock, message board,
and bell schedule.
• Stand alone network operation: The system shall operate on a stand alone network, with all
necessary software updates provided by the Contractor as required. The Contractor shall provide
all equipment, hardware, and resources necessary to support the operation and maintenance of the
software.
• Emergency panic capability: Equip all classrooms areas with panic buttons that, upon
activation, automatically establish priority communication with the master station and allow real
time audio monitoring of the affected area.
• Expandable interior/exterior capability: The system shall be designed to allow future
connection to an exterior public address system, supporting selective operation for either interior
only, exterior only, or combined interior/exterior audio communication.

Contractor Responsibilities
• Site Examination: The Contractor is responsible for obtaining accurate dimensions at the project
site and examining all conditions as they relate to this project prior to commencing work
• Removal and disposal: Complete removal and proper disposal of any old PA/intercom
equipment, including speakers, wiring, and control devices.
• Provision of resources: Supply all personnel, equipment, tools, materials, transportation,
supervision, and other items necessary for installation, commissioning, and integration of the
system.
• System testing: Perform comprehensive testing to ensure all components are functioning
properly and fully integrated with the interior PA system.
• Training: Provide comprehensive training for NNPTC personnel on operation, administration,
and basic maintenance of the integrated system.
• Installation and security Access: All Contractor personnel must successfully pass a security
background check conducted by the JB-CHS Security Forces Squadron prior to site entry. The
Contractor must submit all required names and credentials a minimum of six weeks prior to the
anticipated start of work to facilitate the security process. Failure to submit information in a
timely manner may result in a delay.
• Warranty: Provide a warranty for all products procured and installed under this requirement. The
Contractor may determine the duration and scope of the warranty, which shall be clearly
documented and provided to the Government. The warranty shall cover defects in materials or
workmanship, and the Contractor shall be responsible for repair or replacement of any defective
products, including any associated labor or shipping costs, in accordance with the warranty terms.
3. Work Schedule
a. Work shall be conducted Monday to Friday, 1400-0530 (Eastern Time (ET) / South
Carolina local time), excluding Federal Holidays or other times the facility is closed by
Government direction. All inside classroom work shall be conducted between the
hours of 2200-0530.
b. Work is not authorized on weekends or Federal Holidays without prior written approval
from the JB-CHS School house Superintendent or Manager
4. Government Furnished Support
a. The Government (JB-CHS schoolhouse staff) will provide escorted access to all required
work areas and individual rooms.
b. Storage and assembly area for hardware & equipment may be provided.

Unfunded CLIN
Unfunded CLIN: The Contractor shall provide pricing for an Unfunded Contract Line Item
Number (CLIN) as requested. This Unfunded CLIN is for planning purposes only, and the
Government makes no guarantee of funding or award for this optional CLIN.

a. The facility includes exterior areas such as parking lots, grass fields, walkways, and
common outdoor spaces surrounding the school. The current outdoor public address and
intercom capabilities are outdated and inadequate for reliable communication. A modern,
reliable, building-wide and exterior capable intercom and PA system is required to
provide clear and intelligible messages throughout all outdoor areas, supporting daily
operations, events, and emergency response requirements.
2. Description of Objectives
a. The objective of this project is to supply, install, and commission a centralized exterior
public address (PA) and intercom system for the outdoor areas surrounding the school
facility, including parking lots, grass fields, walkways, and common gathering spaces
