Description

Scope of Work – Solar Lights and East Gate Replacement Part I. PSNS: Provide & Install New Solar Lights and Light Poles for PSNS Parking Lot (West Side) The Contractor shall provide all labor, materials, equipment, and supervision to perform the following work: A. Demolition Demolish existing concrete or asphalt at each of the ten (10) new light pole base locations. Excavate holes for the new concrete light pole bases. All excavated soil is to be collected and disposed of in dumpsters provided by the contractor. Required equipment for demolition will include, but is not limited to: Bobcat with attachments Flatbed truck Generators Concrete saw Jackhammer Associated hand tools (e.g., grinders, sledgehammers). B. New Solar-Powered Light Pole Construction in PSNS Parking lot Provide and install ten (10) steel light poles and ten (10) corresponding concrete bases on the west side of the PSNS parking lot, covering approximately an area of 345 by 230 feet. The steel light poles will be approximately 18 feet tall, measured from the parking lot grade. The fence post should be domestic schedule 40 pipe 3/16th pipe. The concrete light pole bases will be 24 inches in diameter and five to six feet (5'-6') deep, with a 30-inch reveal above the finished grade. Construct the light pole bases by: Placing concrete forming materials and rebar cages. Installing forms, bolt templates, and anchor bolts. Pour new concrete at 4000 PSI. Removing all concrete forms (including Sonotubes) after curing. Install two (2) new solar light fixtures at the top of each light pole (20 total), lumens shall be 22,000. Repair and finish any areas where the existing parking lot surface was removed for the base installation. All construction debris will be removed from the site prior to project completion. Required equipment for construction, provided by the contractor, will include but is not limited to: Bobcat with attachments Scissor lift Crane attachment Associated hand tools (e.g., grinders, drills, trowels, ratchets). Part II. REMOVE AND REPLACE 12-FOOT-TALL SECURITY PERIMETER FENCING The Contractor shall provide all labor, materials, equipment, and supervision to perform the following work: A. Demolition of Existing Fence Demolish and remove approximately 550 linear feet (LF) of the existing 12-foot-tall, black vinyl-coated chain link perimeter fence. This includes fence fabric, top rail, mid-rail, tension wire, fence ties, brace bands, tension bands, rail ends, fittings, hardware, and posts. The demolition area will begin where the new fence installation previously ended and continue to the end of the fence line near the east cantilever gate. An additional section of approximately 60 LF of 15-foot-tall fencing currently installed over the existing turnstiles shall also be removed. All existing fence posts shall be cut flush with the grade, then torched to a depth of several inches below the concrete surface to allow for new grout coverage. Demolish and remove one (1) existing pedestrian gate. Existing grounding lugs shall be carefully removed from the fence posts for reuse during the new construction phase. All demolished steel and existing barbed wire (from light poles) shall be disposed of in the designated Navy recycling bin. B. New Fence Construction Provide and install approximately 550 LF of 12-foot-tall, black vinyl-coated chain link fencing. Provide and install approximately 60 LF of 15-foot-tall, black vinyl-coated chain link fencing over the existing turnstiles. The new fence will include a top rail, a mid-rail, and a bottom tension wire. New fence posts will be sleeved into the existing post footings and secured using high-strength grout (e.g., Quik-Rok or equivalent). Once set, posts will be marked and cut to the correct height. The new chain link fabric will be secured to the posts, top rail, and mid-rail using fence ties, and to the bottom tension wire using hog rings. The fabric will be attached to terminal/end posts using tension bands and tension bars. Provide and install two (2) new 4-foot-wide by 7-foot-tall black vinyl-coated pedestrian gates. One gate will be installed in the same location as the previous pedestrian gate, and a second new gate will be installed in the fence line surrounding the existing fire hydrant. The existing grounding lugs will be installed onto the new fence posts, which will be drilled and tapped to accommodate them. Install new 18" stainless steel razor wire around five (5) existing light poles to prevent climbing, attaching it to the top of the fence with hog rings. All new fence components shall be touched up with matching black spray paint as needed after installation.
