1. Background / Scope
The Federal Energy Regulatory Commission (FERC) Protective Operations Division is responsible for
providing a comprehensive protective services program in support of the agency’s mission to oversee and
regulate critical elements of the Nation’s energy infrastructure. This includes protective services, site
security assessments, emergency response, and the mitigation of credible threats to the FERC Chairman
and Commissioners.
To maintain a robust and flexible response capability, the Protective Operations Division requires high-
quality, high-endurance short barreled rifles (SBRs) suitable for close-quarters protective operations.
These weapons will serve as essential tools for the Division’s personnel in fulfilling three primary
mission sets: (1) protective services operations involving the safe transport and safeguarding of
designated protectees; (2) rapid response to active shooter or armed intruder incidents at FERC-controlled
or visited locations; and (3) counter-assault capabilities during dynamic security operations.
The Division seeks reliable, modular, and mission-configurable SBR platforms that deliver consistent
accuracy, durability under sustained use, and compatibility with current agency equipment and training
standards. Procurement of these systems is necessary to ensure operators maintain a tactical advantage in
high-risk environments while adhering to all applicable federal laws, regulations, and use-of-force
policies.
The government has a need for a complete, turn-key 11.5” 5.56mm North Atlantic Treaty Organization
(NATO) SBR optimized for duty, law enforcement, and high-round-count training use. The weapon
system must demonstrate proven extreme reliability, sub-Minute of Angle (MOA) potential with match
ammunition, minimal recoil impulse, and long service life under both suppressed and unsuppressed fire.
The design must incorporate high quality components that ensure superior performance over standard
mil-spec AR-15 platforms.
2. General Requirements
2.1 Rifle Specifications
2.1.1 Short Barrel Rifle
• Caliber: 5.56mm NATO (must safely and reliably function with M193, M855, and higher-
pressure MK262/M855A1-type ammunition).
• Barrel Length: Exactly 11.5 inches.
• Overall Configuration: Carbine-length gas system, free-float handguard, semi-automatic direct
impingement operation, configured as a SBR with adjustable stock.
• Weight: Approximately 6.0–6.5 lbs (complete SBR, unloaded, without optic or magazine).
• Reliability: Must demonstrate extreme reliability with a minimum 5,000-round endurance test
(mixed ammunition, suppressed and unsuppressed) with minimal malfunctions attributable to the
weapon. High-pressure tested (HPT) and magnetic particle inspected (MPI) critical components
required.

• Muzzle Device: HUXWRX QD-compatible flash hider for Agency-provided suppressor
compatibility.
• Controls: Ambidextrous or enhanced controls (bolt catch, safety selector, charging handle) for
rapid manipulation under stress.
• Trigger: Two-stage trigger with approximately 4–4.5 lb total pull weight, crisp break, and short
reset.
• Buffer System: Enhanced system (A5 or equivalent) for optimized recoil management and
reliability.
• Stock: Better than Mil-spec enhanced collapsible stock.
• Finish: Hardcoat anodized (black or gray) with options for premium coatings. Corrosion and

(NFA) documentation.
2.1.2 Barrel & Gas System
• Cold hammer forged (CHF) or equivalent premium barrel with chrome lining (41V50 or
similar) and/or P3-style polygonal rifling for superior accuracy, ammunition forgiveness, and
extended barrel life.
• Manufacturer-specific tapered or medium contour “Recce” profile.
• 1:7 twist rate.
• Carbine-length gas system with precisely tuned gas port (e.g., ~0.067” range) and low-profile
compact/pinned gas block for optimal suppressed/unsuppressed performance.
• 1/2x28 muzzle threads.
2.1.3 Receivers & Handguard
• Billet or enhanced forged receiver set with features such as: integral trigger guard, enlarged
mag well/fencing, optimized bolt catch, altered forward assist, anti-rotation features, and
enhanced lockup to minimize rail deflection.
• Free-float Modular Lock (M-LOK) handguard (approximately 10.5–10.75”) with continuous
top Picatinny rail, integrated cable management, laser texturing or enhanced grip surface, and
center-tab or DriveLock-style mounting for rigidity.
