The Elmore County USDA Service Center must be moved as this space is no longer sufficient to support FSA and NRCS staff who work with farmers and ranchers. A short-term rental is essential to meet the urgent need to support field work with producers while FPAC works to execute full term lease. 1.3 Scope The Elmore County USDA Service Center requires a short-term rental for office space to accommodate the Farm Service Agency and Natural Resources Conservation Service by meeting the general requirements listed below. 2 GENERAL REQUIREMENTS The Contractor shall provide office space with the following general characteristics: • Office space requirement: Minimum of 2,000 square feet and a maximum of 3,500 square feet. • Located within Mountain Home, ID. • The office space shall meet the minimum requirements identified in the International Building Code for office space occupancies (HVAC, flooring, wall, ceiling finishes, number of restrooms). • The office space shall be ADA compliant and shall provide easy access by the public. • The office space shall provide for sole access and control by the USDA Farm Service Agency and Natural Resources Conservation Service. • Office space must have internet and telephone access for USDA to procure. • Parking required for 3-5 visitors, 6 employees, and 5 government vehicles (including • UTV, ATV and trailers). A parking area is also needed for 3 customers with trailers to be able to maneuver and park. This parking area can be onsite or within 1000 ft in the surrounding area. • Parking lot security must include overnight lighting. • Available for a base year of 12 months with two possible option year periods of 12 months each. • Desired occupancy to begin on September 1, 2026. • Contractor must have an active reg
