Statement of Work (SOW) Project Title: Moody AFB COIN 3 Update IP Address Changes 1. BACKGROUND 1.1. 23 Civil Engineer Squadron (23 CES) Energy Management Control System (EMCS) requires a Building Automation System (BAS) software operating system (OS) to remotely monitor and control environmental control systems for 90 facilities via 163 panels on Moody AFB, GA. Due to an ongoing COMM IP address change, the EMCS field control panels cannot communicate with the EMCS main computer. 23 CES HVAC/EMCS currently have no means by which to monitor or program these BAS’s. 2. GENERAL REQUIREMENTS The required work includes the principal features listed below. The outline of principal features does not limit the responsibility of the Contractor to furnish all plant, labor, equipment, materials and transportation to result in a complete, usable facility. 2.1. Conduct all work in accordance with the Contract Specifications, all applicable codes, and the construction drawings and details. The Contractor shall comply with the Moody AFB Design Guide, current version of UFC 1-200-01 DOD Building Code, and all applicable current UFCs. 2.2. The Contractor shall follow all Green Procurement mandates and submittal requirements. The government requires the use of recycled and recovered materials, bio-based products, energy and water saving products, and environmentally preferable products. 2.3. Dispose of all waste generated by this project according to all applicable regulations. 2.4. Work area(s) will be cleaned, secure, and all lights turned off at the end of each workday. 2.5. Any necessary PPE must be worn at all times by personnel on site, to include hard hats, steel-toed work shoes, gloves, or as required for the task being performed. All site personnel will wear identification badges and all vehicles/equipment must be properly marked with contractor’s identification. 2.6. It is the Contractor’s responsibility to verify site conditions, measurements, quantities, and materials needed to complete this project including revisions to the Scope of Work to the extent possible prior to submitting a quote. 2.7. All panels are assumed functional. It is the contractor’s responsibility to verify the condition of panels and notify the 23 CES Point of Contact and Project Manager of any nonfunctional panels prior to starting work. Panels will be tested prior to final acceptance and testing will be conducted in the presence of 23 CES HVAC/EMCS/IT personnel. 2.8. High-Visibility Standards: This project will be a high-visibility project. It will receive additional scrutiny from Senior Leaders. Quality of the finished project is very important. Adherence to the schedule is critical. -- 1 of 3 -- 3. PROJECT SCOPE 3.1. The scope of work for the project includes, but is not limited to, BAS Specialists to change IP addresses to align with recent COIN V3 updates to 163 Siemens existing BAS panels. 4. SITE RESTRICTIONS 4.1. The BAS Specialist and accompanying technicians will be required to pass a background check, performed by 23 SFS, and be subject to vehicle search upon arrival each visit. The technicians will often be required to work in limited-access facilities requiring escort by 23 CES EMCS/HVAC personnel – and should contact HVAC/EMCS Shop leadership before the pending visit to arrange for an escort. BAS and accompanying technicians will occasionally be required to access facilities within the Airfield Restricted Movement Area and will require escort by 23 CES HVAC/EMCS personnel possessing an Airfield Driver’s certification, also requiring coordination with shop leadership prior to the scheduled visit. 23 CES HVAC/EMCS duty hours are 0645-1645, Mon-Fri. BAS is required to conduct visits during duty hours. 5. QUALITY CONTROL 6. BAS specialists and accompanying technicians will be monitored by HVAC/EMCS/IT Specialists during the scheduled visits. 7. PROJECT REQUIREMENTS 7.1 Audit and inventory of all 163 existing panels. 7.2 Transition each panel from static IP configuration to DHCP (with backup). 7.3 Validation that DHCP assignments comply with USAF cybersecurity standards and all COIN 3 protocol requirements. 7.4 Testing to ensure proper device communication and no disruption to dependent systems. 7.5 Documentation of post-change configurations and network behavior. 7.6 If, for any reason, any of the backed-up information or data is lost from 23 CES EMCS system, Contractor shall reload the information or data on-site or remotely, with a backup copy. Confidentiality shall be always maintained. 8. HOLD POINT INSPECTIONS 8.1. Prior to enclosure, encapsulation, or covering of any work performed, the Contractor is to notify the 23 CES point of contact no less than 2 days in advance to schedule an inspection by the Government. No further work shall be performed which may obstruct visibility of items to be witnessed or verified until inspection has been completed. 9. DIFFERING SITE CONDITIONS -- 2 of 3 -- 9.1. Contractor shall provide written notification in the form of a Request For Information (RFI) submitted to the Contracting Officer before conditions are disturbed or immediately thereafter. This form will be provided by the Government. 9.1.1. RFI forms will be submitted individually for each question or item of concern identified, signed by the Contractor Program Manager and Superintendent, numbered, dated, and logged by the Contractor. 9.1.2. Each RFI will include a clear and succinctly written problem statement, suggested solution, and required response date to minimize cost and impacts to schedule. 9.1.3. Each RFI must be coordinated among Contractor offices and Sub-Contractors prior to submission. DELIVERABLES 10.1 For the IP Address upgrade: preliminary installation schedule, to include plans for float days, outage plan, and product materials. 10.2 The contractor will be expected to perform as described in this Statement of Work.
