Description

TEMPORARY PRODUCTION FACILITIES SPECIFICATIONS (24-ft x 40-ft Double Wide) Purchase of Temporary Production Facilities to support Norfolk Naval Shipyard Project Teams In accordance with the Statement of Work, the contractor shall provide 24-ft x 40-ft double wide Temporary Production Facilities (TPF’s). The TPF’s shall be delivered according to the quantities, locations, dates and delivery scheme as outlined in the Statement of Work. This specification package covers the design, fabrication, quality assurance, delivery and on-site assistance of TPF’s in use by Norfolk Naval Shipyard. The TPF’s shall have non-combustible construction as outlined in the specification package and shall be constructed so that they are stackable two (2) units high. There are two possible configurations of the 24-ft x 40-ft double wide TPF’s that will be designed in this specification package. Type A is described in SECTION 10 and shown in ENCLOSURE (1) and is identified by having both egress doors on the same side of the TPF. Type B is described in SECTION 10 and shown in ENCLOSURE (2) and is identified by having the egress doors on the opposing short ends of the TPF’s. See Enclosure (1) of the Statement of Work for an aerial view of the location of all TPF’s associated with this project. This drawing shows the contractor the exact location on Norfolk Naval Shipyard to set the TPF’s and provides accurate dimensions to allow the contractor to properly plan for the build. Additionally, this drawing accurately reflects both the configuration and orientation of all TPF’s in the project, the contractor shall build all facilities to this drawing. NOTE: drawings for any TPF’s to be located shipboard are not included as part of this package, for security reasons. The contractor shall provide all labor, materials, equipment, tools, transportation and supervision necessary to deliver these modular temporary facilities in accordance with the specifications outlined in this document and attached drawings. NOTE: for certain facilities installed shipboard, Norfolk Naval Shipyard will install them, this agreement, if applicable, will be made in the Statement of Work. This specification defines minimum performance criteria; the contractor may submit standard equipment items that meet or exceed these criteria. Additionally, the contractor is encouraged to suggest alternatives that the contractor believes will meet or exceed the functional criteria included herein, while providing faster delivery, more durability and/or lower life cycle costs. 1. GOVERNMENT RESPONSIBILITY 1.1. Customer agrees to provide the contractor ready access to the job location during contractors working hours (i.e., weekdays between the hours of 0730 and 1600). Ready access to the job site shall be defined as a work space free of shipyard material/obstructions and DOES NOT include shipyard personnel providing escorts for base/classified location access. 1.2. All services such as routine or urgent maintenance or modification requests shall be scheduled during contractors normal working hours, unless an agreement is made to support this work. Emergency services required on the TPF’s may be completed after hours but must be coordinated through the customer for approval. 1.3. The customer is responsible for the cost of all additional or requested maintenance, repairs and/or modifications not specifically covered under this agreement or any applicable warranties. Only the Contracting Officer (KO) may direct the contractor to provide any maintenance, repairs and/or modifications not explicitly covered by this agreement. 1.4. The customer agrees to, upon satisfactory delivery and installation, connect the TPF’s to temporary services such as electrical power, water and fire alarm system. -- 1 of 30 -- 2. CONTRACTOR RESPONSIBILITY 2.1. Contractor shall comply with the Statement of Work and manufacture the proper number of TPF’s in the correct orientation/configuration and in proper quantities. Additionally, the contractor shall comply with all delivery and/or installation requirements and dates. 2.2. The contractor understands that the customer will need to make modifications to the TPF’s in order to support the shipyards requirements. At time of receipt of the specification package the contractor understands the following modifications will be required in order to support shipyard requirements: 1. Installation/mounting of Dry-Erase Boards on walls 2. Mounting paper file/organization systems on walls 3. Running additional information technology networks both interior and exterior to the walls For additional modifications required by the customer, the contractor will respond to written requests within 24 hours of receipt of the request. 2.3. Before any leased/purchased TPF will be accepted by the government, an inspection will be performed to ensure that the contractor has provided a product that adheres to the agreed upon specifications outlined in the document. The inspection will be performed at the shipyard after delivery, Norfolk Naval Shipyard will not travel to the contractor’s facility to conduct the inspection. If the inspection is not satisfactory, the contractor has ten (10) business days to correct the discrepancies (at contractor cost), or the TPF will not be accepted by the government. The inspection will consist of the government comparing the TPF to the agreed upon specs package and generating a punch list for the contractor. 2.4. For purchased units, contractors must provide TPF and material to install TPF. TPF Material list is shown in Enclosure 17. 2.5. Norfolk Naval Shipyard is an industrial environment so the contractor should expect damage beyond normal wear and tear. 3. Guiding Documents 3.1.
