US Department of Agriculture (USDA) - Forest Service STATEMENT OF WORK Feller Buncher Skid Steer Attachment 1.0 Background and Purpose The Black Hills National Forest, Hell Canyon Ranger District requires, for purchase, a skid steer-mounted feller buncher attachment to accomplish hazardous fuels reduction work in support of the Forest Plan (guidelines 4110 and 4112) and the following program objectives: Speed up fuels reduction work per unit, reduce cost per acre, and produce a cleaner finished product with less residual debris and less wear on equipment and personnel. Reduce the fire hazard rating to the Forest Plan goal of 50-75% low-to-moderate rating. Increase the resiliency of community and forest landscapes to wildfire, and decrease the severity of wildfire impacts in the project area. Support effective and safe response to wildfires when they occur. Provide site preparation for tree planting where needed. Promote forest health by reducing risk and severity of insect infestation (primarily ponderosa pine) on National Forest System land and surrounding communities. The equipment will be Forest Service owned and operated, funded through National Fire Hazard/Fuels (NFHF) program funds, and utilized across multiple projects within the Hell Canyon Ranger District. 2.0 Scope / Salient Characteristics The Contractor shall furnish (purchase) one (1) new skid steer-mounted, disc-saw feller buncher attachment meeting the following salient (essential functional and performance) characteristics. These characteristics describe the Government's minimum needs; they are not drawn from any single manufacturer's specification sheet. Products of any manufacturer that meet the characteristics below will be considered acceptable in accordance with FAR 11.104 (brand name or equal). Attachment Type Skid steer-mounted, disc-saw feller buncher with integrated grabber/accumulator arms with adjustable swing speed that allows the operator better control when grabbing trees. Mounting Interface Universal quick-attach mounting plate compatible with standard skid steer loader quick-attach systems Carrier Compatibility Compatible with the Government's skid steer loader; minimum carrier operating weight and hydraulic flow to be confirmed by the program office [TBD] Cutting Capacity Capable of felling trees up to 18 inches in diameter at breast height (DBH), minimum Cutting Disc Minimum 48-inch diameter, abrasion-resistant steel construction (e.g., AR400 or equivalent hardness) Cutting Teeth Minimum 16 replaceable, field-serviceable cutting teeth/inserts of hardened or wear-resistant alloy steel; minimum 6 spare teeth included Throat Opening Minimum 34 inches, to allow low cuts on trees with flared root bases Hydraulic System Electric-over-hydraulic or equivalent control system compatible with Government skid steer auxiliary hydraulics; maximum operating pressure up to 4,000 PSI Drive System Hydraulic motor (e.g., bent-axis piston or equivalent) sized for continuous-duty felling operations Weight Not to exceed the rated lift/operating capacity of the Government's skid steer loader Frame Construction Abrasion-resistant steel in high-wear areas; open-frame design for operator visibility Note: Item description above is generic; [Baumalight FGS952] is cited elsewhere in program documentation as an illustrative example only and does not restrict award to that brand. 3.0 Delivery Delivery Date: The attachment shall be delivered no later than 60 calendar days from the date of award. 4.0 Government Furnished Property/Information None.
