and Support. This will be a single Firm Fixed Price (FFP) award and will be solicited as a Total
Small Business set-aside under NAICS code 334516 - Analytical Laboratory Equipment
Manufacturing, with a Small Business Size Standard of 1,000 employees.

1. PURPOSE
The purpose of this requirement is to acquire a Specialized Sodium Iodide
Detector for Thyroid Counting
2. B ACKGROUND
The FDA Winchester Engineering and Analytical Center (WEAC) thyroid counting system
currently utilizes Sodium Iodide detectors that are more than 20 years old. One detector is
exhibiting signs of failure.
Maintaining a functional thyroid detector system is required under the Office of Compliance and
Safety (OCS) U.S. Nuclear Regulatory Commission (NRC) License No. 20-08361-01.
The thyroid counting system serves as a safety resource available to multiple FDA offices.

Delivery, installation, and training shall occur during normal Government business hours:
Monday–Friday, 8:00 AM–4:00 PM, excluding Federal holidays and Government closures.

prior to shipment.
All shipping, handling, freight, and delivery charges must be included in the Firm-Fixed-Price
quotation.
The Contractor must not schedule deliveries, installations, or services during Federal holidays or
Federal closures.
