PERFORMANCE WORK STATEMENT
LOCAL EXCHANGE ACCESS (LEC)

SCOPE
This Performance Work Statement (PWS) establishes the requirements for leased local exchange access, commercial network service, supporting subscriber service for the Lakeside and Wool Market areas of Naval Complex consisting of Joint Reserve Base (JRB) NOLA.
As used herein, the term Contractor is defined as the Prime Contractor and any resultant Subcontractor(s). The Prime Contractor shall ensure that any subcontractor(s) comply with the terms and conditions of this document.
JRB NOLA Telephone Exchange Access Service Requirements
This PWS provides the requirements for Local Exchange access, carrier commercial network Service path/interface to the Public Switched Telephone Network (PSTN). To support plain old telephone lines POTS.

The Navy will be able to modify the quantity and type of connectivity services provided by the Contractor at any time during the contract period. Present inventory counts on all schedules are not inclusive.
The Period of Performance (POP) shall be for 1 base year.
BASE – 01 August 2026 to 31 July 2027
The Contractor shall be able to provide complete, reliable and operational services which include plans and goals, engineering, implementation, testing, maintenance, escalation and trouble reporting and monthly customer billing.
Plans and Goals: The Contractor shall ensure the plans and goals maintain current services, ensure telecommunications facilities are in place, and are reliable and operational. The contractor shall adhere to telecommunication policies, procedures and regulations, customer growth, technology, and contingency plan.
Engineering: This refers to computer engineering and systems engineering to enhance telecommunication systems. It includes work ranges of circuit design, overseeing the installation of telecommunications equipment and facilities, such as complex electronic switching systems, copper wire telephone facilities, fiber optics cabling, and IP data systems, for conventional communications and process information. Telecommunication engineers are involved across all aspects of service delivery, from carrying out feasibility exercises and determining connectivity to preparing detailed, technical and operational documentation. Telecommunication engineers are also responsible for overseeing the company's records of equipment and facility assets.
Implementation: The Contractor shall ensure the execution of telecommunication plans and services, methods, designs, systems and systems specifications, standards, policies and regulations are workable and accomplished.
Testing: The Contractor shall ensure proper testing of the network and combination of voice, video and data communications are operational and meet product specifications, network specifications, telecommunications, and customer requests.
Maintenance: The Contractor shall ensure to keep the network and telephone system operating properly, including periodic testing, repairs and upgrades. Also, the Contractor shall periodically perform inspection, cleaning, adjusting and repair to eliminate problems before they affect service.
Escalation and trouble reporting: The Contractor shall provide procedures for trouble reporting, potential problems or actual issues (outages degrade of service, customer complaints) and shall provide a list of Point of Contacts (POCs) in the event above mentioned issues escalate.
Automatic Number Identification (ANI) for caller ID.
The long-distance service shall be GSA Schedule 70 (HC101318A0004).
BLOC - Prevent the addition of unauthorized third party, non-regulated, non-toll,
miscellaneous category recurring charges to customer’s accounts.

Emergency 911 (E911) Services - The Contractor shall provide access to 911 network services provided by the local city emergency services organization. Emergency service assistance shall be provided for the deaf.

The Contractor shall provide local exchange, long distance, and international operator access/assistance.
The Contractor shall provide local directory assistance via access to 411 and long-distance directory service to NPA-555-1212. The local call area shall remain unchanged from the present area boundaries.
Support Services
The Contractor shall provide continuous 24 hours, 7 days a week network assistance and support (operation and maintenance).
The contract shall identify at one primary and one alternate single point-of-contact (POC) for technical support.
The Contractor shall describe in writing their trouble reporting and escalation procedure, including telephone numbers to be used in reporting troubles 24/7 and a single point-of-contact to serve as the trouble management coordinator.
The Contractor shall provide to the Government a list of management personnel contacts to be used by the Government POC in an escalation process in situations where troubles are not likely to be corrected within an acceptable time frame, reference paragraph 2.2.1.
