Description

The U.S. Army Corps of Engineers, Louisville District, has an upcoming requirement for the renovation of Building 317, the Communications Facility at Niagara Falls Air Reserve Station, NY (NFARS). As part of the construction contract solicitation, the USACE intends to include the following sole source requirements: Door Locks: The contract solicitation will include a sole-source brand requirement for Best Coremax keying systems (keys and cores) to be installed for all doors that are included in this project. Fire Alarm/Mass Notification System: The contract solicitation will include a sole-source brand name requirement for Simplex fire monitoring system for fire alarm panel and associated alarm signaling. Simplex fire monitoring system is the only system compatible with the installation fire protection standards. HVAC: The contract solicitation will include a sole-source brand name requirement which requires installation specific Andover Continuum Direct Digital Controls (DDC) (now owned by EcoStruxureware Controls) that can be used in accordance with the Air Force's standardization decision dated 10 May 2019. Furniture Fixtures and Equipment (FF&E): The project specification includes multiple instances where a name brand product is used to describe the project's FF&E requirements, including office chairs, desks, systems furniture, demountable partitions, and storage, among other furniture and equipment items. In each case, a minimum of three products, by three separate manufacturers are cited. The manufacturers/brand names used in the design are necessary in accordance with UFC 3-120-10 Interior Design, Chapter 2 paragraph "Interior Designer Qualifications" in order produce a complete FF&E package. This is not a solicitation for competitive proposal; however, if any interested party believes that they can meet the above requirement, they may submit a capability statement to the point of contact listed in this Special Notice. All information furnished must be in writing and must contain sufficient detail to allow USACE to be able to determine if the interested party can perform the requirements described herein. All responsible sources may submit a capability statement which shall be considered by the agency. The submission must be received no later than 4:00 PM Eastern Time (ET) on 11 June 2026.
