STATEMENT OF WORK (SOW) FOR U.S Coast Guard Station Tawas Fan Coil Unit Replacement 1.0 GENERAL Background The U.S. Coast Guard Station (STA) Tawas operates a facility equipped with an extensive hydronic heating and cooling system, which relies on fan coil units (FCUs) to maintain appropriate environmental conditions throughout the building. The existing FCUs have reached the end of their service life and require replacement to ensure continued operational efficiency and occupant comfort. To address this need, the project seeks to procure Enviro Tech VFS-C size 02 fan coil units, which are direct replacements for the current units. These units meet the original design specifications and can be integrated into the existing system without requiring modifications to piping, wiring, or electrical services. This approach minimizes disruption to facility operations and avoids the significant costs and complexity associated with redesigning the hydronic system, which would be necessary if alternate coil units were used. Such redesigns would involve changes to wall structures, piping sizes, and electrical interfaces, potentially impacting installation timelines and increasing project risk. The purpose of this project is to ensure reliable, efficient heating and cooling at STA Tawas by replacing aging FCUs with units that match the facility’s established requirements. This replacement supports ongoing facility maintenance and aligns with the Coast Guard’s broader objectives of maintaining safe, functional, and energy-efficient infrastructure. By selecting direct replacement units, the project leverages past practices and current policies that prioritize compatibility and operational continuity, thereby facilitating a smooth transition and minimizing impacts on station operations. Scope This Statement of Work (SOW) covers the fabrication and delivery of twenty (20) vertical, floor-mounted, exposed cabinet fan coil units (Enviro Tech VFS-C size 02) to the U.S. Coast Guard Station Tawas. Seventeen (17) units shall be 41” in length, and three (3) units shall be 51” in length, with all units meeting specified design and material requirements. The contractor is responsible for providing fan coil units that are direct replacements for the existing units, ensuring compatibility with the facility’s current hydronic heating and cooling system, and avoiding the need for modifications to piping, wiring, or electrical services. The scope of work is limited to the fabrication and delivery of the specified fan coil units to STA Tawas. Installation, system redesign, or any modifications to the facility’s infrastructure are not included in this SOW. The contractor shall not provide alternate coil units or undertake any work beyond the supply and delivery of the specified units. OBJECTIVE The objective of this project is to procure and deliver twenty (20) Enviro Tech VFS-C size 02 fan coil units that serve as direct replacements for the existing units at U.S. Coast Guard Station Tawas. The goal is to ensure continued, reliable, and efficient heating and cooling within the facility by providing fan coil units that fully align with established design specifications and operational requirements. The delivered units will be used to maintain optimal environmental conditions, support ongoing facility maintenance, and uphold the Coast Guard’s standards for safe and functional infrastructure, without requiring modifications to the existing hydronic system. SPECIFIC REQUIREMENTS/TASKS 2.1 Fan Coil Unit Fabrication 2.1.1 The contractor must provide twenty (20) vertical, floor-mounted, exposed cabinet fan coil units with sloped tops to replace existing units at U.S. Coast Guard Station Tawas. Seventeen (17) units must be 41 inches in length, 28.75 inches in height, and 10.5 inches in depth. Three (3) units must be 51 inches in length, 28.75 inches in height, and 10.5 inches in depth. 2.1.2 The contractor must fabricate fan coil unit (FCU) cabinets with a sloped top. 2.1.3 The contractor must finish FCU cabinets in Pearl White Satin color. 2.1.4 The contractor must use closed cell foam insulation for FCU cabinets. 2.1.5 The contractor must equip each FCU with leveling legs. 2.1.6 The contractor must provide a 16-gauge front panel for each FCU. 2.1.7 The contractor must include latches for FCU access panels. 2.1.8 The contractor must use stainless steel for FCU coil casing material. 2.1.9 The contractor must use stainless steel for FCU drain pan material and must include a float switch. 2.1.10 The contractor must provide a plastic auxiliary drip pan for each FCU. 2.1.11 The contractor must provide stamped louver type discharge and return air grills for each FCU. 2.1.12 The contractor must provide a unit-mounted, three-speed switch with an off position for each FCU. 2.1.13 The contractor must provide a right-handed control enclosure and position coils on the left for each FCU. 2.1.14 The contractor must provide a disconnect-switch, non-fused, door-interlock disconnect rated at 40 amps for each FCU. 2.1.15 The contractor must provide OC015 main fusing (0 to 30 amps) for each FCU. 2.1.16 The contractor must provide a control package including BC02 24V, unit S/S relay, and fan relay for each FCU. 2.1.17 The contractor must provide a one-inch disposable filter with a spare for each FCU. 2.1.18 The contractor must provide a type 01 PSC motor for each FCU. Voltage must be 115/1/60 PSC. Horsepower must be 1/50.
