Building 0003 Window and Siding Replacement
1.0 General Requirements:
1.1 Background: The Field Research Facility (FRF) located in Duck, North Carolina is a remote field station of the United States Army Corps of Engineers (USACE) Engineering Research and Development Center (ERDC). Building 0003, which houses a mechanics shop and a conference center (see Photos 1-7), located 300 feet from the Atlantic Ocean, was originally constructed in 1982 and underwent major renovations in 1990 including the addition of shop space, bathrooms, and a conference room. The 5785 sq/ft three-story structure today shows significant signs of deterioration due to thirty-five years of exposure to water, salt, sun, and sand from storm events and now requires window and siding replacement to include: siding, sofit, trim, windows, pedestrian doors, exterior light fixtures, exterior staircase, and paint. The Contractor shall supply all materials, labor, and equipment necessary to complete the project herein described unless otherwise noted. Local building codes shall apply with attention to utilizing material and installation practices that ensure resistance to salt corrosion and hurricane force winds.
1.2 Contractor Access and Use of Premises:
1.2.1 Location: Building 0003, Field Research Facility is located at 1261 Duck Road, Duck, NC 27949.
1.2.2 Electronic Communication: All electronic communication regarding day-to-day execution of the contract, including submittals, shall be sent by email to the on-site Contracting Officer’s Representative (COR) and copying the Technical Point of Contact (TPOC).
1.2.3 Schedule: All work shall be performed during regular business hours, Monday through Friday from 0700 – 1730, excluding Government holidays. Requests for work outside of regular business hours shall be submitted in writing to the Contracting Officer for consideration and approval.
1.2.4 Interference with Traffic, Government Activity, and Property:
The Contractor will be working on a building that will be occupied by Government employees during renovation. The Contractor shall conduct the work in such manner as to cause as little interference as possible with on-site activities. Coordinate with the COR daily to temporarily restrict entrances and passageways during removal of damaged areas and installation of materials to prevent potential injuries. Entrances shall be posted “Danger, No Access” or similar with Contractor provided signs at times to prevent any potential injury.
The Contractor shall coordinate all required work with the COR with a goal to preserve and protect Government property. The Contractor shall protect interior furnishings from damage to include protecting the interior from dust and debris produced during the repair process utilizing dust covers if necessary.
Damage other than resulting from normal wear and tear should be repaired or replaced by the Contractor to as good a condition as it was prior to the beginning of work and to the satisfaction of the COR.
1.2.5 Building Security: The building and its contents shall be kept secure at the end of each workday. Windows and doors, existing or replacements, shall be in place, or temporary closures, to discourage the incursion of weather and/or unauthorized personnel.
1.2.6 General Safety: The Contractor shall follow safety requirements outlined in EM 385-1-1.
The Contractor shall submit an Accident Prevention Plan (APP) to the COR which addresses potential project hazards, such as falls, hazardous agents, fire, power tools, load handling, and any other identified hazards. Personnel Protection Equipment (PPE) shall be provided by the Contractor and identified in the APP.
The Contractor shall designate work areas in coordination with the COR and provide barriers to separate work areas from employee access areas using “Danger Work Zone” signs or similar and physical barriers, forming a continued deterrence, such as plastic fencing or cones and caution tape. These barriers must be maintained throughout the project.
1.2.7 Environmental: The Contractor shall comply with the National Environmental Protection Act, State, and local environmental regulations.
1.2.8 Utilities:
Government supplied electricity and domestic water are available for use during the project at no charge to the Contractor.
Government-provisioned bathroom facilities are not available to the Contractor. A portable bathroom facility shall be provided and maintained by the Contractor during the duration of the project.
Indoor storage is not available to the Contractor. Locations are available for Contractor trailers, storage containers, equipment, and vehicle parking. Coordinate locations for all Contractor supplied equipment with the COR.
1.2.9 Delivery, Storage, And Handling:
Inspect materials delivered to the site for damage. Do not install any product that has been damaged. Unload and store material with minimum handling and according to the manufacturer’s recommendations. Government forklifts are not available for offloading project material deliveries. Coordinate location of on-site storage space of materials with the COR. Protect uninstalled windows from rain events and protect finished surfaces during handling and storage using manufacturer's standard methods.
1.3 Submittals
1.3.1. Submittal Procedures: Government approval is required for project materials. Submit manufacturer’s installation instructions to the TPOC and COR for all items listed in the Material Description section 4.0. Product data, shop drawings, samples, schedules, SDS Sheets, and other data pertaining to materials used on the project shall also be submitted electronically to the TPOC and COR for approval.
