CAUTION:
This market survey is being conducted to identify potential sources that may possess the
expertise, capabilities, and experience to meet the requirements for qualification and repair of
various C-5 FSS components listed below for use by the United States Air Force (USAF) in
support of the C-5 Galaxy cargo aircraft. The level of security clearance and amount of foreign
participation in this requirement has not been determined. Contractors/Institutions responding to
this market research are placed on notice that participation in this survey may not ensure
participation in future solicitations or contract awards. The government will not reimburse
participants for any expenses associated with their participation in this survey.
INSTRUCTIONS:
1. Below is a document containing a description of the requirement and a Contractor
Capability Survey, which allows you to provide your company’s capability. A Performance
Based Work Statement (PWS) is attached for further description of requirements.
2. If, after reviewing these documents, you desire to participate in the market research, you
should provide documentation that supports your company’s capability in meeting these
requirements. Failure to provide documentation may result in the government being unable
to adequately assess your capabilities. If you lack sufficient experience in a particular area,
please provide details explaining how you would overcome the lack of
experience/capabilities in order to perform that portion of the requirement (i.e., teaming,
subcontracting, etc.)

PURPOSE/DESCRIPTION
The United States Air Force (USAF) has a requirement for depot-level repair for various C-5
FSS components. Our acquisition strategy is a five-year Firm-Fixed Price requirements contract.
The Government is conducting market research to identify potential sources that possess the
expertise, capabilities, and experience to meet qualification requirements for the repair of the
following items:
Below are item descriptions for each NSN:
4810010033512 – Diaphragm valve that is part of the FSS used to disperse liquid nitrogen to
areas selected by the FSS to extinguish fires.
4810010033513 – Regulating valve that controls the outlet of liquid nitrogen from the Dewar
and controls the Pressure Limiter Valve of the fuel tanks.
4810010033514 – Regulating valve used to accept liquid nitrogen from ground service to Dewar
and applies LN2 to fire zone valves during fire suppression.
4810010046559 – Diaphragm valve used in the fire suppression system.
4820001851031- Valve assembly that is a directly operated, diaphragm-actuated relief valve
used on the Dewar system.
4820001851033 – Regulating valve that protects the Dewars/fire suppression system for over or
under pressurization.
4820001851037 - Regulating valve that regulates nitrogen pressure from Dewar to wing tanks.
4820001867007 – Restrictor valve that provides access for the liquid nitrogen fill probe to put
LN2 into the Dewars
4820002700682 – Back pressure relief valve used in the Dewar system to allow venting and
backflow during servicing.
