Description

PERFORMANCE WORK STATEMENT (PWS) NAVAL HISTORY AND HERITAGE COMMAND US NAVY SEABEE MUSEUM PORT HUENEME, CA CURATOR SERVICES 1.0 OVERVIEW The U.S. Navy Seabee Museum in Port Hueneme, CA, requires one (1) Contractor support personnel in Curator services. This is NOT a Level-of-Effort contract. Contractors are reminded that it is incumbent upon them to successfully meet all requirements as defined in this performance work statement. 2.0 SCOPE The U.S. Navy Seabee Museum has an artifact collection consisting of approximately 17,000 objects. The Contractor support shall assist the USNSM collection staff in conducting an inventory of the objects in storage, ensuring they are stored properly, cleaned, and photographing each item. The Contractor shall provide all necessary direct labor, supervision, management, and materials and equipment, except material and equipment specified as government-furnished, to meet the performance objectives defined in the performance work statement. 3.0 REQUIREMENTS Contractor support is required to provide Curator services to assist the Museum Director (or appointee) at the U.S. Navy Seabee Museum in achieving their goals and objectives. The Contractor shall furnish all work, management, supervision, labor and materials necessary to ensure the effective and efficient performance of functions identified throughout this PWS, which make up this requirement. The Contractor shall be capable of providing flexible, responsive, and high-quality services and support, as expected at an expert level of knowledge. 4.0 SPECIFIC TASKS: The Contractor shall be responsible for assisting with an inventory of the USNSM artifact collection and digitizing the collection. The Contractor shall inventory the collection. The inventory shall include unpacking storage boxes and cataloging the items in that box. As the artifacts are removed, the Contractor shall photograph each artifact. The Contractor shall repack the items using industry commercial practices. The Contractor shall perform these technical duties as part of the museum’s broader initiative of collection digitization, utilizing their expert knowledge. This project is designed to make the collection more accessible to the Navy and the public. In addition, the Contractor shall perform routine work and special assignments, including training on current and new techniques are identified. The Contractor is advised that the Navy may not provide procedures or sequences to routine work; however, may provide specific instructions to the Contractor’s Program Manager for special assignments and training to be reviewed upon completion. The Contractor is advised that they shall work with personnel of all ages and levels of experience. Furthermore, the Contractor is advised that this work involves valuable historic and educational materials involving an expert level of responsibility for their protection. 5.0 MINIMUM QUALIFICATIONS: • The Contractor shall possess working knowledge at an expert level to successfully perform all requirements of this PWS, which includes the following; o Digital photography o Adobe Photoshop Elements and Acrobat Professional. o Communicate verbally and in writing to deal effectively with internal Museum staff and Navy personnel, as well as Museum visitors of all ages and abilities. o Work collaboratively in a team environment as well as independently. -- 1 of 2 -- o Current museum collection management standards and best practices including digital asset management. o To advocate and implement best practices and institutional policy regarding the museum’s digital assets. • Physical ability for walking, climbing ladders, standing, bending, stooping or carrying objects weighing up to 50 pounds 6.0 HOURS OF OPERATION Normal working hours are Monday through Friday from 0730 to 1600. Contractor personnel are not required to work on federal holidays when the museum is closed. 7.0 SPECIAL REQUIREMENTS 7.1 Contractor personnel performing under this contract shall be U.S. Citizens and ARE NOT required to obtain/retain a security clearance nor a CAC. 7.2 Contractor personnel may be required during the performance of this contract; however, it is not anticipated. Travel within a 50-mile radius of the museum will not be reimbursed. 8.0 GOVERNMENT FURNISHED EQUIPMENT The Government will provide adequate working space in government facilities, all equipment (e.g., desk, chair, computer, printer, scanner, copier, telephone, etc.), utilities, janitorial services and expendable operating supplies for the duration of this contract. The contractor shall maintain the assigned office space in a neat and orderly manner. Personal or company use of phones, utilities, computers, printers, scanners, copiers, etc., not directly related to required services is strictly prohibited. Contractor shall not remove any government-furnished equipment or supplies from the worksite without the express written permission of the Contracting Officer or his/her designated representative. 9.0 PERIOD OF PERFORMANCE The period of performance is anticipated to be 7 September 2026- 6 September 2027, as well as a twelve-month option period of 7 September 2027-6 September 2028. 10.0 PLACE OF PERFORMANCE U.S. Navy Seabee Museum Naval Base Ventura County, Bulding100 3201 N.
