General Scope This is a non-personal services contract for grease trap and used cooking oil containment system maintenance at Edwards Air Force Base (EAFB) and the Air Force Research Laboratory (AFRL), California. The Contractor shall furnish all supervision, equipment, tools, labor, and supplies necessary to perform this work in accordance with this PWS, industry standards, and/or manufacturer recommendations, whichever is most stringent. The Government shall not exercise any supervision or control over the Contractor's personnel. The Contractor is solely responsible for its employees' performance and is accountable to the Government for compliance with all contract requirements. The Contractor shall not perform inherently Governmental functions as defined in FAR Subpart 7.5. 1.1.1 As requirements change, the Government may add new facilities by Task Order or modify the contract to add or drop entire facilities and/or individual systems particular to the requirements identified in Appendix 2. In either case, the Government will notify the Contractor in writing, and any change to prices, terms, or conditions of this contract shall be made through a modification of the contract signed by the Contracting Officer (CO). 1.2 Specific Tasks To ensure the safety and effectiveness of grease trap and used cooking oil services at EAFB, CA facilities as defined in this PWS, the Contractor shall provide all necessary labor, equipment, tools, materials, parts, supervision, and other resources. All Contractor personnel performing this work shall possess current training, qualifications, and certifications demonstrating competency. The Contractor shall service all systems at the intervals specified in Appendix 2, in accordance with all applicable Federal, State, and local laws, regulations, and standards. In the event of conflicting regulations, the most stringent shall apply. 1.2.1 Grease Trap Services. The Contractor shall service all grease traps by removing all fats, oils, greases, and other residues until the system is fully evacuated. This includes cleaning all surfaces of the tank, walls, floors, baffles, and lids to ensure no visible solidified or baked-on grease remains. 1.2.2 Grease Removal Devices. The Contractor shall clean all associated grease removal and collection devices within the trap system. 1.2.3 Pipes and Ducts. The Contractor shall clear all obstructions in inlet/outlet pipes and connecting pipes to ensure unrestricted flow. 1.2.4 System Components. The Contractor shall clean the complete system assembly, including baffles, interior pipes, and fittings. After each service, a liquid deodorizer shall be applied. 1.2.5 Used Cooking Oil Services. The Contractor shall provide, service, and maintain used oil collection vessels and secondary containment. This includes pumping out primary and secondary containment vessels as required by usage and removing all accumulated trash, debris, and water. The Contractor is responsible for the cleanup of any spills they may cause. 1.2.6 Cleaning Products. Flammable solvents or other flammable cleaning aids shall not be used in cleaning operations. 1.2.7 Electrical. The Contractor shall, at the start of the cleaning process, lock out any electrical switches that could be activated accidentally during the cleaning process. At the close of cleaning operations, electrical switches and system components shall be returned to an operable state. 1.2.8 Clean-Up and Material Recycling. The Contractor shall be responsible for the collection, removal, and proper handling of all debris, residue, waste material, grease, and dirt generated in the performance of work under this contract. The Contractor shall prioritize the recycling of all applicable materials. All materials shall be removed from the installation for legal recycling or disposal at an off-base facility. The Contractor shall keep the service area free from accumulations of waste material or rubbish. Upon completion of the service, the Contractor shall ensure the work area and premises are clean and restored to their original condition. 1.3 Over and Above (O&A) Services This section defines any services beyond routine scheduled maintenance that are not included in the basic work defined in Subs…
