Repair Firing Positions at M-Range

Aberdeen Proving Ground (APG), Maryland

C.1. BACKGROUND: The Transformation Decision Analysis Center (TDAC) is the
Army's largest in-house analytical capability. The center provides the analytical
underpinnings to inform Modernization decisions, while its lifecycle perspective enables it
to also focus on near term Readiness and Operational Tools for the Warfighter. Its mission
is to deliver objective analysis, experimentation, and data across the entire life cycle to
ensure readiness today and a more lethal future force tomorrow.
C.2. SCOPE: The Contractor, as an independent Contractor and not as an agent of the
Government, shall provide all personnel, equipment, supplies, transportation, tools,
materials, supervision, and other items and non-personal services necessary to repair five
(5) firing positions at M-Range, Aberdeen Proving Ground, MD. Work shall be completed
as defined in this Performance Work Statement (PWS) and in compliance with all code,
criteria, regulations, laws of the United States (local, state, and national). If there is a
conflict between these documents, the most stringent requirement will govern. The
Contractor employees shall remain under the Contractor’s direct supervision at all times.
C.3. SPECIFIC TASKS:
C.3.1. Demolition & Site Preparation:
C.3.1.1. The Contractor shall remove and properly dispose of all existing decking and
framing from the five (5) foxholes.
C.3.1.2. The Contractor shall perform selective excavation as required to prepare for the
concrete installation.
C.3.1.3. The Contractor shall mobilize and stage all necessary equipment and materials.
C.3.2. Concrete Construction for Foxholes:
C.3.2.1. The Contractor shall install reinforced concrete platforms in place of the existing
decking at all five (5) foxholes.
C.3.2.2. The Contractor shall pour and finish 4,000 Pounds per Square Inch (PSI)
concrete slabs for durable shooting positions.
C.3.2.3. The Contractor shall construct reinforced concrete continuous footings for
structural stability.
C.3.2.4. The Contractor shall ensure proper reinforcement with rebar and finishing to meet
design specifications.

C.3.3. Electrical Repairs for Lane A Foxhole:
C.3.3.1. The Contractor shall diagnose and repair the existing power supply issue at Lane
A’s foxhole.
C.3.3.2. The Contractor shall inspect wiring, junction boxes, and power connections for
any faults.
C.3.3.3. The Contractor shall replace or repair faulty wiring and components to restore
power.
C.3.3.4. The Contractor shall conduct final system testing to verify proper functionality.
C.3.4. Concrete Stair Construction for Access:
C.3.4.1. The Contractor shall construct new reinforced concrete stairs for each of the five
(5) foxholes.
C.3.4.2. The stairs shall be 42 inches (”) wide, freestanding, and run perpendicular to the
current foxhole lanes.
C.3.4.3. The Contractor shall install welded steel handrails and guardrails for safe access.
C.3.4.4. The Contractor shall ensure stairs are properly graded and anchored for stability
and longevity.
C.3.5. General Site Work & Cleanup
C.3.5.1. The Contractor shall remove and dispose of all construction debris in compliance
with the requirements in Section C.6.9.
C.3.5.2. The Contractor shall conduct a final walkthrough to verify quality and completion.
C.3.5.3. The Contractor shall restore any disturbed areas to pre-construction conditions.
C.4. TIME OF PERFORMANCE/SCHEDULING:
C.4.1. Access Hours - Normal working hours at APG are from 0600-1600, Monday through
Friday. Any work requirements to be performed outside of the restricted areas shall be
accessible unless the installation is officially closed. The Contractor shall ensure that all
work performed within secure locations are performed during the hours of 0600-1600, and
not on federal holidays or when the installation is officially closed. Arrangement for any
work being performed outside of normal business hours shall be approved in advance by
TDAC Contracting Officer’s Representative (COR). The Contractor employees shall use
caution and drive at posted/safe speeds as to not endanger anyone or damage any
vehicles in the parking lots or internal roads when performing work under this PWS.

C.4.2. Federal Holidays - The Contractor shall not be required to work on the following
Federal holidays when the post shall be closed. When such holidays fall on a Saturday,
the preceding Friday is considered a holiday. When such holidays fall on a Sunday, the
following Monday is considered a holiday.

C.5. CONTRACTOR PERSONNEL:
C.5.1. Contractor Personnel - The Contractor shall provide personnel to fulfill the
requirements outlined in this PWS upon start of performance under this contract. Prior to
working on this project, the Contractor shall provide the COR with a list of employees who
shall be working under this contract and a list of equipment that shall be used on the APG
Installation. All Contractor personnel working under this contract shall be U.S. citizens and
capable of getting and maintaining a favorable background check or T1 investigation. All
Contractor personnel shall be able to speak, read, write, and understand English. The
Contractor, not the Government, shall be responsible for management and quality control
