2. Requirements
In the pursuit of discovering and analyzing all forms of Illegal, Unreported, and Unregulated
Fishing (IUUF) violating US and international law, USCG MIFC PAC Living Marine Resource Branch
(LMR) has found it necessary to develop the capability to counter complex international
networks. These networks are often run entirely or partially through documented US and/or
foreign companies incorporating complex ownership structures meant to obfuscate the
stakeholders and true beneficiaries of illegal activity. LMR has already demonstrated the value
of pursuing these networks, yielding reports that triggered interagency responses with action
being taken as high as the cabinet level. Working through the USCG Intelligence Community as
well as with DoD and Federal LE partners, LMR has identified a need for the capability to access
a variety of information pertaining to these companies and corporate networks, up and
downstream, not currently available in any usable form through MIFC PAC or partner resources.
The incorporation of such information and will permit the research, analysis, and exposure of a
wider array of similar networks and the opportunity to disrupt and counter them.
Area specific information and intelligence focused analysis tools are vital for USCG MIFC PAC, on
behalf of Commander, U.S. Coast Guard Pacific Area, to effectively identify and quickly analyze
networks within corporate structures that are responsible for criminal activity in the fishing
fleets within PACAREA’s area of responsibility. It will also allow MIFC PAC LMR to assist Coast
Guard Intelligence Coordination Center, USCG field units in the Pacific Area, and other
government partners in understanding threats within and against the commercial fishing
industry and countering such threats. To ensure broad and deep visibility into IUUF activity,
MIFC PAC requires an information and data searching service that includes:
• Detailed information relating to company ownership, sales, associated companies, and
upstream downstream corporate networks.
• Aggregated company information linked to original source documents that can be called
and sorted efficiently.

• Corporate network visualization created from a variety of company data points.
• Automated translation capabilities allowing for data analysis across multiple languages.
USCG MIFC PAC requires two user accounts for LMR, to be allocated or reallocated at its sole
discretion. MIFC PAC requires the flexibility for each accounts to be accessible by a changing
staff across multiple locations, as necessary based on location of work. Accounts previously used
by departing members must also be usable by their replacements after transfers. Particularly
due to modified work methods resulting from the response to the COVID-19 pandemic,
members must be able to access the information from CG workstations, issued CG laptops, and
Virtual Desktop Interfaces.
3. Description of Work
Vendor shall provide MIFC PAC timely and translated data and intelligence focused analysis
tools. This work will provide an in depth overview of company structure and a situational
awareness for newly revealed information in ongoing investigations. Vendor should also provide
assistance or training on their application and help USCG MIFC PAC facilitate effective access and
compilation of relevant and necessary data.
4. Security Requirements
All personnel requiring access to classified information or spaces at MIFC PAC shall be United
States citizens and not have any felony convictions. Contractor employees visiting MIFC PAC or
any PAC AREA units engaging with the contract shall have a valid identification document
affiliating them with the selected contractor and shall display the government-issued visitor
badge in plain view, above the waist, at all times.
Due to the inherently sensitive nature of intelligence work, it is necessary that the contracting
company ensure the safeguarding of all information entered into their system. Analysts will be
performing queries and saving relevant data to support the eventual creation of intelligence
products and must be assured that outside entities will not gain knowledge of the Coast Guard’s
intelligence interests. This requires both that the service provided has adequate information
security to prevent external actors from accessing their data and that the company itself is not
beholden to any foreign or external powers.

8. Transportation of Equipment/Material:
The contractor shall be responsible for the delivery of any materials necessary to support this
requirement.

Acceptance of all goods and services shall be made by the persons listed under paragraph 5.
