USAGM- Draft STATEMENT OF WORK
Spectrum Management/Broadcast Engineering Support
Background
USAGM requires contractor support in fulfilling its spectrum scheduling, monitoring, and broadcast
engineering and operations activities.
Competencies
Possess an in-depth understanding of propagation mechanisms and seasonal, cyclic and daily atmospheric
impacts on shortwave and medium wave broadcasting.
Demonstrated familiarity with propagation analysis and coverage prediction tools, and how these may be
used for optimal frequency and transmitting location selection.
In depth knowledge of broadcast transmitting antennas, their modes of operation and use to optimize
broadcast reception in a required area.
Prior, proven expertise in frequency selection, selection of transmitting station location and antenna
configurations to provide the strongest coverage in a desired geographic region or country while
minimizing interference to, or from other broadcasters.
Familiarity with USAGM stations, equipment, planning tools, and broadcast schedules.
Duties – As tasked
Provide radio scheduling support requiring intimate knowledge of the Agency's broadcasting schedule,
transmission assets, scheduling software, as well as in-depth knowledge of radio propagation.
Provide support for scheduling meetings by providing suggestions for improving schedule based on
propagation and potential interference.
Provide expert engineering support for USAGM radio broadcast activities
Provide extensive knowledge of radio wave propagation, Agency and other broadcasters' facilities and
capabilities and regulations governing international broadcasting.
The Contractor shall recognize and exploit opportunities for improved efficiency and effective use of
USAGM facilities and resources.
Issue “OPS Memos” for changes to the USAGM broadcast schedule, initiation of new services, and
support of maintenance requirements.
Provide reports of irregularities noted while rating sounds and live monitoring.
Provide suggestions for improving reception based on live and RMS monitoring.
Provide ad-hoc information about facilities used by other broadcasters
