Page 1 of 34 PERFORMANCE WORK STATEMENT (DRAFT) PERFORMANCE WORK STATEMENT (PWS) Staff Support Services United States Army Central (USARCENT) Part I General Information 1. GENERAL: This is a non-personal services contract to provide Staff Support Services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor, in turn, shall be accountable to the Government for Contractor or subcontractor personnel. 1.1. Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Staff Augmentation to U.S. Army Central, as defined in this Performance Work Statement (PWS), except for those items specified as government furnished property and services. The Contractor shall perform in accordance with (IAW) the terms and conditions of the contract and consistently with the established standards in this PWS and contract. 1.1.1. Agency Mission: United States Army Central conducts shaping operations in the United States Central Command Area of Responsibility (AOR) to deter adversaries in order to reassure and enable regional partners while sustaining ongoing United States operations in established Combined Joint Operating Areas. Concurrently, United States Army Central transitions forces and capabilities in the AOR for roles anticipated in the next decade of the 21st Century. 1.1.2. Project Background: This contract shall provide staff support services to the following US Army Central Command Staff Sections: G1, G2, G4, PAO, and HQBN U.S. Army Central (USARCENT) are responsible for establishing logistics, personnel policy, and procedures for all Classes of Supply (less Medical and Communications Security (COMSEC)), as well as human resources services and operations. USARCENT supervises the execution of logistics policy, programs, and procedures and supervises the execution of human resources policy, programs, and procedures in support of all land forces in Theater, commensurate with Army Service Component Command (ASCC) Title 10 and Army Support to Other Services (ASOS) responsibilities. USARCENT Operational Sustainment also prepares logistical and personnel plans to support contingencies and coordinates/oversees Army Prepositioned Stock (APS) and Theater Reserve/Operational Stocks for Southwest Asia (SWA). USARCENT G-5, Strategic Plans and Policy, is responsible for developing Army component service strategies, policies, plans, and requirements planning to support United States Central Command (USCENTCOM), Headquarters, Department of the Army (HQDA), and Interagency objectives in the USCENTCOM area of responsibility (AOR). The USARCENT G-5 prepares and maintains Operational Plans (OPLAN), Contingency Plans (CONPLAN), and bi/multi- lateral plans, coordinates planning, policy, and program matters with USCENTCOM, other Service Components, HQDA, and others, and assists in the development of USCENTCOM strategy, plans, and policies. -- 1 of 34 -- Page 2 of 34 • G1: The G1 is responsible for all personnel matters for the Soldiers and Civilians within the command. The G1's mission is to develop and implement policies and programs that build and sustain personnel readiness. • G2: The G2 requires contractor support for a variety of intelligence-related functions that are essential for mission success. This support encompasses the full spectrum of the intelligence cycle, from collection to dissemination, and requires expertise in multiple intelligence disciplines. • G4: The G4 requires contractor to provide support for Operational Contract Support acquisition analysis, contract integration, and command contract portfolio management. Support for logistics operations to include supply management, munitions management, maintenance management, transportation management and logistics planning. • PAO: The Public Affairs Office (PAO) is responsible for planning and executing the command's public affairs programs. The PAO's mission is to keep the American people and the force informed about the command's activities and to build and maintain public trust and support. This is achieved through proactive media engagement, community outreach, and internal information programs. • HQBN: A Headquarters and Headquarters Battalion (HHBN) or Headquarters Battalion (HQBN) is a unit found in the U.S. Army. Its primary mission is to provide administrative services, logistical support, and training for the personnel assigned to the higher headquarters it supports, such as a division or a base. This enables the headquarters staff to focus on their primary mission of command and control. 1.2. Objective: The Contractor shall provide uninterrupted and fully functioning critical administrative operations to support the USARCENT mission. The Contractor shall support USARCENT Operational, Sustainment, Strategic Plans and Policies on all matters pertaining to the USCENTCOM AOR. The Contractor shall provide subject matter experts (SME) for operational planning in support of full spectrum operations in support of USARCENT Operations coordinating requirements, sourcing, and strategic movement of Army units for operations in the USCENTCOM AOR. 1.3. Scope: To support the USARCENT Operational, Sustainment, Strategic Plans and Policies missions, the following skill sets and functional expertise are required: • Ammunition Item Manager • Current Operations Specialist • All Source Intelligence Analyst • Contractor Special Security Representative • Contractor Special Security Representative • Human Resources Plans and Operations Specialist • Civilian Payroll Specialist • Web Developer • Program Manager • Suitability Specialist • Program Analyst • Operation Contract Suppo
