Description

Statement of Work (SOW) Flags and Guidons for the 3rd US Infantry Regiment 1. Background: The 3rd U.S. Infantry, traditionally known as "The Old Guard," is the oldest active-duty infantry unit in the Army, serving our nation since 1784. It conducts memorial affairs operations in support of all Joint Services in Arlington National Cemetery to honor our Nation’s fallen service members and their families. As such, The Old Guard is the Army's official ceremonial unit and escort to the president. It also provides security for Washington, D.C., in time of national emergency or civil disturbance. 2. Objective: The JBM-HH Flag Shop desire to purchase up to one complete set of State and Territory flags, and guidons. This is in support of TOG military personnel performing ceremonial missions. Flags and guidons must achieve the greatest possible economic value, cost effective and delivery capabilities that are responsive to the needs of The Old Guard Ceremonial team. 3. Scope: The vendor shall perform to the standards and acceptable quality levels identified in this SOW and associated contract documents. The contractor shall conduct all work at their business location. Upon award the vendor shall provide the government with a sample at no cost to the government to ensure product meets government specifications listed in the SOW. 4. Period of Performance (POP): Delivery of flags and guidons will be before or on 01 September 2026. 5. Quantity: One complete set of U.S. State and Territory flags (50 states and six territories), and 56 guidon staffs for The Old Guard. The 6 territories are Washington DC, Puerto Rico, US Virgin Islands, Guam, American Samoa, and the Northern Mariana Islands. 6. Description: The flags shall be 50 U.S States and six U.S. territories. The flags shall be 4x6 ft, pole hem and yellow fringe, double sided with liner, poly-knit nylon. Guidons will be 9 ft 6 inches, two pieces, pole chrome joint w/ spear kit. The spear kit will include the finial on top and the spear on the bottom of the Guidon. 7. Unsatisfactory Performance of the contract: If flags and guidons do not meet the specifications, it shall not be accepted, and the government shall not be responsible for the payment. The contractor shall make all required corrections at no cost to the government. 8. Hours of Operation: Delivery between 0700 – 1500 hours except holidays. 9. Delivery Schedule: Delivery shall be completed on or before 1 September 2026. 10. Deliver to: Central Issuing Facility, Attn: 1LT Chase David, 101 Bloxon St, Bldg. 205, Fort Myer, VA 22211- 1199. The contractor is required to provide 24-hour notice prior to the deliveries. Type of Contract: Purchase order, firm fixed price. Recognized Holidays: New Year’s Day Martin Luther King Jr. Day President’s Day Memorial Day Juneteenth Independence Day Labor Day Veterans Day Thanksgiving Day Christmas Day Inauguration Day (Northern Virginia, District of Columbia, and Southern Maryland) only. Security: If access is required, vendor will follow all Joint Base Myer Henderson Hall policies. Access to post requires coordination with the POC and the vendor shall be responsible for all documentation required for entry on Joint Base Myer- Henderson Hall. Government Furnished Items and Services: The Government shall not provide any items or services.
