RESTORATION OF
STATIC DISPLAY AEROSPACE VEHICLES (SDAV)
CLEANING, PAINTING, MAINTENANCE SERVICES

1. Description of Services:
1.1. The purpose of the SDAV Restoration and Maintenance Services for USAF Airman
Heritage Training Complex (AHTC) serves to ensure 9 SDAVs and related equipment
are safely and properly configured to accurately reflect USAF history, heritage,
traditions and simulate training in accordance with (IAW) this Performance Work
Statement (PWS), AFI 84-103, Heritage Program and other applicable standards. The
goals and objectives are to ensure SDAVs and related equipment are inspected, cleaned,
prepared, maintained and painted to restore to original manufacturers or operational
appearances for the period depicted and control/prevent metal corrosion or other forms
of surface deterioration that are costly and can shorten SDAV life, hinder mission
accomplishment or endanger trainees, students, visitors or the environment.
1.2. Contract Support. The Contractor shall:
1.2.1. Initial SDAV Services: Contractor shall perform records review, preparation,
inspection, and maintenance to ensure SDAVs are staged for cleaning and painting.
Review aircraft records in Historical Property Custodians (HPC) office at the
Airman Heritage Training Complex (AHTC) prior to commencing
inspection/work on aircraft. In addition to accomplishing all requirements
identified, contractor shall also document all maintenance, part removals, and
inspections on the AF Form 3581, USAF Heritage Program Aerospace Vehicle
Static Display Maintenance Log (LRA) IAW AFI 84-102. Contractor shall
perform services on SDAVs listed in Appendix A. Contractor shall take 5 inch by
7 inch digital photographs of each SDAV and identify areas needing specific
maintenance. The interior and exterior of SDAVs shall be thoroughly inspected
and annotated. Identify necessary maintenance to be performed ensuring the
SDAV is restored to original manufacturers or operational appearance. SDAVs
shall be free from corrosion and properly sealed to prevent further corrosion or
deterioration. Preparation to include sealing of all exposed areas shall occur prior
to cleaning and painting. The contractor shall adhere to the following
specifications:
1.2.2. Contractor shall review aircraft records in HPC’s office prior to commencing
inspection/work on aircraft. In addition to accomplishing all requirements
identified, contractor shall also document all maintenance, part removals, and
inspections on the AF Form 3581, USAF Heritage Program Aerospace Vehicle
Static Display Maintenance Log (LRA) IAW AFI 84-102. Contractor shall
perform services listed in this section on items listed in Appendix A.
1.2.3. Contractor shall take a 5-inch by 7-inch digital photographs of at least the front,
rear, and both sides of each SDAV from no more than 50 feet (ft.) away and submit
legible copies to the Government POC within one (1) business day prior to
performing any surface cleaning on the SDAV.
1.2.4. Contractor shall inspect, remove corrosion, scuff and lightly sand paint on
aircraft and metal support structures to prevent metal warping prior to painting

them.
1.2.5. Contractor shall follow T.O. 1-1-691 Cleaning and Corrosion Prevention and
Control, Aerospace and Non-Aerospace Equipment (Chapter 5) when
maintaining, repairing, and removing all corrosion from SDAVs, all technical
reference shall be available at the AHTC through the Government POC.
1.2.6. Contractor shall take a 5-inch by7 inch digital photograph of any portion,
component, or part of an SDAV that is to be replaced prior to replacing the portion,
component, or part from no more than 15 ft. away from the portion, component,
or part to be replaced, prior to removing any parts. Contractor shall provide a 5
inch by 7-inch digital photograph to the Government POC prior to start of work.
Contractor shall provide a 5 inch by 7-inch digital photograph of the completed
work to the Government POC no later than one (1) business day from completion
of work.
1.2.7. Contractor shall obtain inspection checklist from Government POC prior
to inspecting aircraft.
1.2.8. Contractor shall obtain approval from the Government POC and
CO prior to purchasing for fabrication of replacement part.
1.2.9. Contractor shall submit an AF Form 3000, Material Approval Submittal, to
obtain approval from the Government POC and CO prior to purchasing a
replacement part. Hazardous Materials listed in the AF Form 3000, and their
associated Safety Data Sheets (SDS) shall be forwarded to
502CES.CEIEA.HAZMAT@us.af.mil for review/approval PRIOR to work
commencing.
1.2.10. Contractor shall fabricate a replacement part only as a last resort and when
contractor has exhausted all other means of procuring an authentic replacement
part. Bubble Canopies may be purchased from a Military Aircraft Restoration
Corporation or equal to it, after approval from the Government POC and CO.
1.2.11. Contractor shall fabricate replacement parts to appear exactly as the original
parts appeared.
1.2.12. Contractor shall fabricate windshields, if needed, and shall use a transparent
thermoplastic such as Poly methyl methacrylate (PMMA) or sheet metal that is
painted with Federal Standard 595 (FS595) color “16132.”
1.2.13. Contractor shall fabricate SDAV replacement windows, and Contractor shall use
PMMA or sheet metal that is painted FS595 color “16132.”
1.2.14. Contractor shall install replacement windows and windshields such that water
and animals cannot enter, if needed.

1.2.15. Contractor shall reassemble broken aircraft light lenses, if needed.
1.2.16. Contractor shall replace broken or missing aircraft light lenses that cannot be
reassembled with matching aircraft light lenses, if needed.
1.2.17. Contractor shall substitute sheet metal that is cut to the appropriate shape and
painted the color …
