1 STATEMENT OF WORK (SOW) for MULTIPLE STATIC DISPLAY AIRCRAFT PAINTING SERVICES 20 August 2026 BACKGROUND Volk Field Air National Guard Base (ANGB) maintains a distinguished collection of static display aircraft that stand as proud symbols of the installation’s rich heritage. These aircraft honor the legacy of Volk Field, the Air National Guard, and the United States Air Force, serving as daily reminders of the missions, people, and history that shaped the base. Preserving these displays at a “museum-quality” standard requires ongoing care, as exposure to the elements continually wears on their paint and finishes. Regular restoration and repainting are essential to ensure each aircraft remains a striking, well-maintained tribute—showcasing both their historical significance and their enduring beauty. DESCRIPTION OF SERVICES The contractor shall provide all services, materials, labor, equipment to clean, repair, and paint museum static display aircraft at Volk Field Combat Readiness Training (CRTC) Center, Camp Douglas, Wisconsin, in accordance with this Statement of Work (SOW). Expected period of performance is 150 days after contract award. Nest removal must be completed prior to painting and bird-proofing must be completed after painting. The contractor shall comply with all Base Bio-Environmental, OSHA, EPA, 29 CFR 1910, and all other guidelines pertinent to the outdoor preparation and painting of all aircraft, to include collection and disposal of waste materials. AFI 32-7086 applies in performance of this contract. SPECIFIC REPAIR AND PAINT REQUIREMENTS For ALL aircraft below, the contractor shall remove all areas of corrosion, remove major dents from aircraft, prime all bare areas, seal airframe canopies, access doors, air inlets and plug engine intakes/exhaust to prevent water seepage, bug, and animal infestation. Contractor shall also remove all surface contamination such as oil, grease, loose paint, mill scale, dirt, foreign matter, rust, mold, and mildew to assure sound paint bonding to prepped surface (scuffed or stripped down to bare metal). BASE CLIN 0001 One (1) - KC-97L (52-0905): Aircraft Fuselage shall be polished and preserved. All colors, markings, and insignias will be painted, any use of vinyl decals will need to be approved by Volk Field CRTC/MXMT. OPTION(S): 1001 One (1) - F-4C (64-0891) 1002 One (1) - F-100C (54-2106) 1003 One (1) - F-84F (51-9365) 1004 One (1) - A-7D (70-0982) 1005 One (1) - F-105B (57-5838) - This aircraft has severe corrosion, requiring removal and replacement of deteriorated panels. Additionally, MAG Thor panels exist on this aircraft and present health risks when grinded, sanded, or drilled. i. Paint types and colors shall be approved by Volk Field CRTC/MXMT prior to application. ii. Contractor shall polish all non-painted aircraft area. The methods and materials used in performance shall provide a guaranteed minimum lifespan of three (3) years. iii. After completion of painting and repairs, all aircraft markings shall be replaced in accordance with the applicable aircraft Air Force Technical Orders. 1. Contractor will provide all replacement stencils and markings for contractor application. Contractor shall paint all markings. Decals are acceptable and only authorized by MXMT personnel. iv. All windows, doors, and hatches shall be secured and all vents nozzles, wheel wells, cowlings, cowl flap areas, intakes, air scoops, and exhausts shall be bird proofed. -- 1 of 4 -- 2 PLACE OF PERFORMANCE / HOURS OF OPERATION All static display restoration and maintenance will be accomplished at Volk Field CRTC. Work is to be performed Monday through Friday from hours 0730 – 1630. Any work required outside of those times must be first coordinated with the Volk Field Contracting Officer (KO). SUPERVISION Contractor shall provide a supervisor who may be a member of the paint/repair crew. The supervisor will perform an initial inspection with CRTC/MXMT and designated maintenance representative(s) to check and inspect the aircraft for any damage before work begins and after completion of the repairs and painting. Contractor shall give five (5) days’ notice to CRTC/MXMT before beginning any paint and repairs. SAFETY AND ENVIRONMENTAL All chemicals to be used on this project require a Chemical Hazardous Material Request/Authorization form AF3952 that must be approved 5 days of contract performance. With assistance and input from the contractor, the Quality Assurance Personnel (QAP) will be responsible for electronically processing the form IAW AFI32- 7086 for approval in the Enterprise Environmental, Safety and Occupational Health Management Information System (EESOH-MIS, formerly known as EMIS) through the CRTC/LGS office. All equipment, materials, and substances used for performance shall meet all Base Bio-Environmental, OSHA, and EPA guidelines pertinent to the outdoor preparation and painting of all aircraft, to include collection and disposal of waste materials, and any other applicable guidelines necessary. The contractor is required to provide and enforce the use of necessary safety equipment. All safety equipment must be used for its original and intended purposes. The contractor shall have available Safety Data Sheets (SDS) for all paints, solvents, and chemicals used during performance. The contractor is responsible for ensuring all personnel are aware of the purpose and precautions associated with these documents IAW AFI 32-7086. QUALITY OF SERVICE Repairs do not have to meet aircraft airworthiness standards; however, they must meet the original shape and cosmetic appearance and uphold to “Museum Quality” standards.
