STATIC LINE OPERATIONS SUPPORT SERVICES

PERFORMANCE WORK STATEMENT EXPLOSIVE ORDNANCE DISPOSAL GROUP ONE (EODGRU-1) STATIC LINE OPERATIONS SUPPORT SERVICES 1. BACKGROUND Explosive Ordnance disposal (EOD) Group Commanders provide forces in support of Fleet Commanders and Navy Component Commanders, Carrier Strike Groups (CSG), Expeditionary Strike Groups (ESG), Mine Countermeasures (MCM) Task Forces/Groups, Naval Special Warfare (NSW) Squadrons, Army Special Operations Forces (SOF), Military Sealift Command (MSC), Unified Theatre Commanders, Navy Regional Commanders, and other contingency operations (i.e. aircraft recovery, range/waterway clearance, U.S. Secret Service support, CNO projects, etc.). In preparation for deployment and contingency operations, EOD personnel are required to maintain their parachute and static line jump skill proficiency through Premeditated Personnel Parachute (P3) operational training. Sustainment of these proficiencies requires the use of an air operations facility and associated support services, as the US Naval Base located in San Diego County, CA, does not possess the organic capability to fulfill command needs. 2. OBJECTIVE/SCOPE 2.1 EODGRU1 seeks a contractor to provide air operations facility use, necessary equipment, and support services to include use of its parachute drop zones (DZ) in support of P3 operations, in addition to aircraft support services to conduct static line jump training and maintain static line jump currency of EODGRU-1 technicians/personnel who are preparing to meet operational requirements around the world. 2.2 NON-PERSONAL SERVICES AND INHERENTLY GOVERNMENTAL FUNCTIONS 2.2.1 Services rendered under this contract shall be non-personal in accordance with Federal Acquisition Regulation (FAR) 37.104. Contracted personnel are not subject, either by the contract’s terms or by manner or its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. Contractor personnel rendering services under this contract shall be under the direct supervision and control of the contractor. 2.2.2 The contractor shall not perform inherently governmental functions as prescribed under FAR Subpart 7.5. Any performance objectives or other terms and conditions under this contract shall not be interpreted or implemented in any manner that may result in contractor personnel creating or modifying Federal policies, obligating government funds, or overseeing work of government employees or other contractor personnel. 3. PERFORMANCE REQUIREMENTS: 3.1 General Facility Requirements 3.1.1 The Contractor shall permit facility access to other contractor personnel in addition to EOD personnel who will be conducting the required training. Other contractor personnel will be always escorted by EODTEU-1 personnel. -- 1 of 9 -- 3.1.2 The Contractor facility shall possess a storage area, at a minimum, that will be used for parachute gear. The storage area shall be a minimum size of 20 feet X 20 feet and shall be clean and void of foreign object debris. 3.1.3 The Contractor shall permit 24-hour storage of any GFE required for consecutive training days. EODGRU1 will require access to storage only during normal Contractor facility hours. EODGRU1 will remove GFE from facility storage upon the last day of each training block. 3.1.4 The Contractor facility must possess a minimum of two (2) packing mats and a parachute packing station area. The storage area shall possess shelving that is a minimum of six (6) inches off the floor and two (2) inches away from the wall, with minimum dimensions of eight (8) feet tall by 15 feet long. 3.1.5 The Contractor facility shall possess a parachute jock-up area that includes, at a minimum: 3.1.5.1 Two (2) dry-erase boards with a minimum size of six (6)-feet by four (4)-feet. 3.1.5.2 Bench seating for 20 jocked-up jumpers. 3.1.6 The Contractor facility shall possess a static line parachute shakeout area capable of suspending two (2) parachutes simultaneously to shakeout and disentangle suspension lines. 3.1.7 The Contractor facility must possess parachute packing arches with a minimum of four (4) adjustable height packing hooks that can be suspended at least six (6) feet high. 3.1.8 The Contractor facility must possess two (2) full-size commercial refrigerators. 3.1.9 The Contractor facility must possess two (2) microwaves. 3.1.10 The Contractor facility must possess one (1) commercial coffee maker. 3.1.11 The Contractor facility must possess potable drinking water. 3.1.12 The Contractor facility shall possess separate male and female bathroom facilities that possess at least one (1) sink each and running water. 3.2 Parachute Drop Zone (DZ) Support 3.2.1 The Contractor shall provide a DZ that is currently certified and listed on the Air Mobility Command (AMC) Zone Availability Report (ZAR) to support day and night static-line operations. 3.2.2 The Contractor shall conduct necessary routine maintenance and obstacle clearance for the designated DZ to support scheduled training days. The DZ surface shall be maintained with either cut grass or plowed dirt and kept free of hazardous obstacles. -- 2 of 9 -- 3.2.3 The DZ shall be located within five (5) driving miles of the nearest approved runway. 3.2.4 The DZ shall be able to support a reasonable execution of the Contractor’s internal Emergency Action Plan (EAP) and shall be immediately accessible by ground emergency services, such as Advance Life Support (ALS) and Emergency Medical Technicians-Basic (EMT-B) without delay. 3.2.5 The DZ shall be capable of supporting a landing area for helicopter medical evacuation (MEDIVAC) that is located within five (5) minutes of ground travel/ambulance transit. 3.3 Military Jump Operations Aircraft Support 3.3.1 The Contractor shall provide one (1) PAC -750, Caravan, Twin Otter, Skyvan, CASA 212, Sherpa, Caribou, or aircraft of comparable capability to include ramp exit capabilities, per training session day.
