HAZMAT STORAGE BUILDING
SECTION 1 – GENERAL INFORMATION
1.1 BACKGROUND
This Statement of Work outlines the requirements for the procurement, delivery, offloading, positioning,
and anchoring of a new, standalone, prefabricated hazardous material storage building/container at Air
Station Port Angeles. The building is required to store unit lube oils, cleaning products, and boat
maintenance materials. The nominal exterior dimensions of the container shall be 8'H x 7'W x 9'D. The
interior layout must be designed to safely house at least four (4) 55-gallon drums of oil with designated
clearance to operate a standard drum dolly with shelving above.

SECTION 2 – SPECIFIC REQUIREMENTS/TASKS
2.1 GENERAL
The contractor shall provide all necessary labor, materials, equipment, transportation, rigging,
engineering, and supervision to procure, deliver, offload, and permanently anchor a prefabricated, FM-
approved (or UL-listed equivalent) hazardous material storage container to a designated concrete pad on
base.
2.2 TASKS
• A. Procurement of Prefabricated Hazmat Building:
o Procure a heavy-duty, weatherproof, steel-framed hazardous chemical storage building
with nominal outer dimensions of 8'H x 7'W x 9'D.
o The building must feature built-in secondary spill containment (sump) compliant with
EPA 40 CFR 264.175, capable of containing leaks from the stored liquids.
o Provide a minimum of 2-hour fire-rated construction (or as required by local base fire
regulations), natural or mechanical ventilation, static grounding connections, exterior
hazard placarding, and a secure, lockable door.
• B. Interior Layout & Dolly Maneuverability Requirements:
o Drum Storage Capacity: The interior floor plan must designate secure space for storing
exactly four (4) standard 55-gallon oil drums (each approximately 24 inches in diameter).
o Dolly Clearance Zone: The interior layout (including any shelving, secondary
containment pallets, or structural framing) must be configured to leave a minimum of 36
inches of continuous, unobstructed aisle width. This is to ensure that a personnel operator
can safely maneuver a standard industrial drum hand truck/dolly loaded with a 500 lb

barrel, including turning space to position, drop, and retrieve drums without striking
walls or other stored items.
o Ramp Access: Procure and supply an exterior, heavy-duty aluminum or steel loading
ramp compatible with the door threshold, allowing smooth, low-effort transition of
wheeled drum dollies from the concrete pad into the building.
• C. Delivery and On-Site Rigging:
o Coordinate freight delivery to Air Station Port Angeles.
o Provide crane, rigging, or heavy forklift services to offload the building from the delivery
vehicle and safely position it onto the government-prepared flat surface/concrete pad.
• D. Anchoring and Grounding:
o Permanently anchor the building to the concrete foundation using seismic- and wind-
rated mechanical or chemical expansion anchors in accordance with the manufacturer's
structural guidelines.
o Install and verify a grounding system connected to a grounding rod or the base grid to
prevent static ignition hazards during fluid transfers.
2.3 PRE-WORK SUBMITTALS
Prior to the commencement of any on-site work, the contractor shall submit the following documents to
the Government representative for review and approval:
• A. Manufacturer's Technical Specifications: Engineering data sheets showing building
materials, fire rating, spill sump volume capacity, paint/coating specs, and electrical/ventilation
details.
• B. Interior Layout Drawing: A dimensional CAD drawing or floor plan demonstrating the
proposed placement of the four (4) 55-gallon drums, shelving, and the clear operational
pathway/turning radius designated for drum dolly maneuvering.
• C. Rigging & Lifting Plan: A brief plan outlining the equipment (crane size, forklift capacity)
and path of travel for offloading the building on base.
• D. Foundation & Anchoring Detail: Manufacturer-recommended anchoring patterns and
hardware specifications.
• E. Project Schedule: Timeline for manufacturing, shipping, delivery, and installation.
• F. Proof of Insurance.
2.4 CONTROL AND DISPOSAL OF WASTES
All packing materials, shipping pallets, bands, and installation debris become the contractor’s property
and shall be removed from the job site daily in accordance with local, state, and federal environmental
regulations.
2.5 SAFETY
The Contractor shall conform to OSHA Safety and Health Standards (29 CFR Part 1926) during
installation and rigging. All electrical fixtures (if equipped) must comply with National Electrical Code
(NEC) Class I, Division 1 explosion-proof standards.
SECTION 3 – CONTRACTOR PERSONNEL
3.1 QUALIFIED PRESONNEL
3.1.1 Contract Manager
The Contractor shall provide a Project Manager who shall be responsible for all Contractor work
performed under this SOW. The Project Manager shall be a single point of contact for the Contracting

Officer and the Technical representative. The name of the Project Manager, and the name(s) of any
alternate(s) who shall act for the Contractor in the absence of the Project Manager, shall be provided to
the Government as part of the Contractor's proposal. The Project Manager is further designated as Key
by the Government. During any absence of the Project Manager, only one alternate shall have full
authority to act for the Contractor on all matters relating to work performed under this contract. The
Project Manager and all designated alternates shall be able to read, write, speak and understand English.
