Steam Boiler Rebuilds 2026
Scope of Work
The Revetment Branch of the USACE Vicksburg District requires repairs on the two steam boilers on
Quarterboat 9901. A contractor is required to provide all labor and materials to rebuild the steam boilers
as specified in accordance with the below requirements. All work shall be completed onboard
Quarterboat 9901 at the USACE Vicksburg harbor. The specifications of the boilers are below:
Hurst S350-150-18/19 Boiler (2 each) –
Scotch marine boiler, oil-fired, 3-pass wet back design w/direct spark ignited burner, 18 GPH, 2415 steam
lb/hr @ 212 degrees Fahrenheit
Gordon Piatt S10-0-15 Burner (2 each)–
Oil burner, GPH – 12.6 min – 21.0 max
Requirements – Both Boilers
• Contractor required to provide all labor as needed to assemble/disassemble steam boilers
• Replace both main control and power units
• New units shall be PowerFlame burner control units
• Replace all low water alarm system components and controls
• Replace all probes, safety switches, valves, and pressure control components
• Replace factory door pins, bolts, clips, insulation rope, and door insulation
• Replace main blow down valve controls to manufacturer recommendation
• Replace main hot well system consisting of water tank, two motor/pump combinations, and
controls
• Replace/install main line blowdown/drier system as to reduce condensation build up entering
system
• Install new E-stop switches and CO2 monitors
• Perform complete cleaning of stack system from ceiling
• USACE will perform cleaning of tubes and ash around boilers
• USACE will remove front control units
• Replace mounting studs on both boilers to attach door upon completion of rebuild
• Provide & install stainless steel collection tank with duplex discharge pumps and provide piping
for blowdown venting and discharge of condensate blowdown water
• Provide complete initial system chemical treatment and training for proper operation and
record keeping
• Training shall be hands-on and shall cover all aspects of safety and steam boiler operations
as it pertains to chemical use procedures/handling
• Training shall be documented with sign-in sheet/list with all employees
names/signatures
• Training will include all of the Mat Sinking Unit quarterboat maintenance crew

• Recommended chemical/material list shall be provided along with safety data sheets of
all supplies needed
• Standard operating procedure guide shall be supplied by the contractor to include all
steam boiler operations and safety guidelines as it pertains to chemical handling and
steam boiler procedures
• Operating procedures shall include proper directions on how to handle any
possible issue that could cause issues with the boilers
• All new parts shall have new manufacturer’s warranty in place starting at completion of
contract date.
• Once the steam boiler repairs are completed, the contractor shall arrange for the state
inspector to inspect the repaired steam boilers. Any deficiencies noted by the state
inspector that pertain to requirements of this contract shall be addressed in full by
contractor until the steam boilers pass state inspection.
Warranty
All components included in the requirements of this scope of work shall have a minimum one year parts
and labor warranty.

Security Requirements
General security requirements and guidance: The security requirements described below apply to all
contract personnel (including employees of the prime Contractor (“Contractor”) and all subcontractor
employees) supporting the performance requirements of this contract. The Contractor is responsible for
compliance with these security requirements. Questions regarding security matters shall be addressed
to the designated Government representative (e.g., Contracting Officer Representative (COR), Requiring
Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed)).

Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE)
installations, facilities and activities, and security awareness training contributes to those efforts. The
Department of Defense (DoD) and Army security training requirements specified below, if applicable, are
performance requirements; all applicable contract personnel shall complete initial training within 30 days
of contract award or the date new contract personnel begin performance on the contract. Within five
business days from the completion of training, the Contractor shall provide written documentation (e.g.,
email or memorandum) to the Government representative. The documentation shall include the names
of contract personnel trained and which training they completed; the Contractor shall maintain training
records as part of their contract files and be prepared to provide copies of training certificates to the
Government representative. Contractor personnel and vehicles are subject to search when entering
federal installations. Additionally, all contract personnel shall comply with Force Protection Condition
(FPCON) measures, Random Antiterrorism Measures (commonly referred to as “RAMs”), and Health
Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance
requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and
procedures --this includes identifying mission essential and non-mission essential personnel. In addition
