SUPPORT FOR THE NIST MANUFACTURING EXTENSION PARTNERSHIP PROGRAM THROUGH ACCESS TO INDUSTRY STUDIES A. BACKGROUND INFORMATION The Hollings Manufacturing Extension Partnership Program (MEP), a program of the US Department of Commerce’s National Institute of Standards and Technology (NIST), supports a nationwide network that works directly with small and medium-sized manufacturers and regional manufacturing communities to guide US manufacturers to becoming more productive and globally competitive. The network consists of manufacturing extension centers across the United States and Puerto Rico. Each MEP center is an independent, non-profit organization focused on meeting the specific needs of the region’s local manufacturers. NIST MEP and the MEP Program have a critical need for access to the most current and comprehensive analysis of different industries. This will inform the Program in its work with manufacturing clients, manufacturing ecosystems, and to ultimately develop a stronger, agile, and robust manufacturing sector. B. PURPOSE The purpose of this contract is to secure access to a comprehensive online research repository that provides data on US manufacturing industries and emerging technologies. This insight will inform NIST MEP program strategies to enhance the competitiveness, technological capabilities, and supply chain resilience of small and medium-sized manufacturers (SMMs) while aligning with national priorities. C. REQUIREMENTS 1. GENERAL REQUIREMENTS The Contractor shall provide access via site licenses to access a “library” or “repository” of current manufacturing industry studies with specificity to the 5-digit NAICS, or more detailed (i.e. SIC Code) if available, and other information on industry trends for NIST MEP. These studies, for example, must provide information to prepare NIST MEP for specific industry initiatives and presentations. This information will be used by the NIST MEP staff, and it must equip them with questions and insights on how industries have been dealing with challenges, both from external economic factors and internal management issues. It is imperative that the Contractor provide NIST MEP with rapid access to the most current and pressing issues within the manufacturing sector. Additionally, these studies must focus on: • Detailed supply chain information, • Market trends, revenue data; -- 1 of 3 -- • Operating strengths and weaknesses; • Analysis of external drivers including technologies and regulations; • The competitive landscape and major players; and • Industry profit and costs benchmarks. 2. SPECIFIC REQUIREMENTS The Contractor shall: 1. Provide access for a minimum of ten (10) user site licenses (via unique usernames and passwords) for NIST MEP Headquarters staff, granting full access to a regularly updated online repository of industry studies. Highly desirable solutions will include the option or capability to scale access enterprise-wide to all NIST MEP staff. 2. Provide a listing of the downloadable industry studies, searchable by the five-digit NAICS code level. 3. Provide NIST MEP personnel with the functional capability to extract information, including graphics, charts, and data tables. All extracted materials must feature complete and compliant source attribution. Furthermore, solutions that provide capabilities to legally distribute and share this research data with a defined group of key NIST MEP stakeholders will be evaluated favorably. 4. Provide two training sessions for NIST MEP staff on how to access the site and download industry reports. In addition, the training must include how the user can customize the tool to download specific reports. 5. Provide NIST MEP with web alerts or RSS data feeds on industry updates and other tools that may be useful. 6. Provide NIST MEP with quarterly reports that provide the usage by each user, and a detailed listing of the industry reports by NAICS.
