This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. In accordance with FAR 5.203(a)(2) this solicitation will be posted for less than fifteen (15) days. Request for Quote (RFQ) Number is N66604-26-Q-0421. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a Firm Fixed Price Type (FFP) purchase order for a subsea hydraulic pressure unit in accordance to the Government’s minimum specifications as detailed below. Please note shipping must be included and shipped within the United States. CLIN Item Description Quantity. Deliver By 0001 Hydraulic Pressure Unit, Subsea 1 11/30/26 Below are the required minimum specifications: Government’s Minimum Specifications (1) Product shall be operable in a subsea environment, up to 200 meters (2) Product shall be fully operable after 1 year of submersion in seawater in a non-operating condition (3) Product shall be capable of delivering hydraulic oil at 2000PSI with a flow rate of at least 1.0GPM minimum (4) The product can be operated off of a DC voltage bus anywhere between 275- 410VDC with a maximum instantaneous power draw of 3kW (5) Product comes with a standard control interface (ethernet preferred) (6) Product shall be operable in water temperatures of 25F to 86F Cybersecurity Maturity Model Certification (CMMC) level 2 (C3PAO) is required at time of quote by providing their CMMC Unique Identifier (UID). This procurement is 100% set aside for small business as concurred with by the NUWCDIVNPT Office of Small Business Program (OSBP). Offerors shall confirm if Government Purchase Card is an acceptable form of payment within the quotation. Otherwise, Electronic Payment will be made via Wide Area Workflow (WAWF). The Government will make award to the Lowest Priced Technically Acceptable (LPTA) offeror. In order to be determined technically acceptable, the offeror must: 1. Provide the required quantities specified in the CLIN structure above and deliver IAW the associated timeline; 2. Have and maintain CMMC Level 2 (C3PAO) Certification as detailed below. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov The CMMC level required by this RFQ is: CMMC Level 2 (C3PAO) Certification. This CMMC level, or higher (see 32 CFR part 170), is required prior to award for each contractor information system that will process, store, or transmit Federal contract information (FCI) or controlled unclassified information (CUI) during performance of the contract. See Provision 252.204-7025 and Clause 252.204-7021, included in this RFQ. The Offeror shall provide, in its offer, the CMMC unique identifier(s) (CMMC UIDs) issued by SPRS for each contractor information system that will process, store, or transmit FCI or CUI during performance of the contract resulting from this RFQ. In accordance with DFARS Clause 252.211-7003, the contractor shall provide a unique item identifier (UID) for all delivered items for which the Government’s unit acquisition cost is $5,000.00 or more.
