1 I wanted to bring to your attention a potential challenge with the 63
day contract performance constraint for the Suisun Bay Channel and
NY Slough FY26 Maintenance Dredging Project.
Based on the current schedule, bids are due June 18, with award and
Notice to Proceed likely occurring around June 29. However, since in-
water work cannot begin before August 1, the contractor would
effectively have only about 29 working days available to complete the
project.
This creates a significant scheduling challenge and may limit contractor
flexibility, production planning, and overall competitiveness. I
respectfully request that USACE consider whether the contract
duration can be adjusted to better align with the allowable in-water
work window, which extends to November 30.
The current bid due date is 17 Jun 2026. With an estimated
award date of 01 Jul 2026, the estimated Notice to Proceed
date is 07 Jul 2026.
The Contractor's production rate is anticipated to achieve a
minimum of 5,000 cubic yards per day utilizing an in-bay
disposal site. However, due to the Contractor's logistical
constraints and operational challenges, the Period of
Performance may require an extension of up to eight (8)
calendar days, increasing the total contract duration from
the original 63 calendar days to 71 calendar days. See

Explosive Safety Management Plan (ESMP) for the Suisun Bay Channel
& NY Slough FY26 Maintenance Dredging Project, Solano & Contra
