ATTACHEMENT A – Specifications – SOW RFQ#19FR6326Q0098 Metal guardrails & handrails for U.S Consulate General’s Residence in Marseille 1 Metal Guardrail and Handrails at US Consulate General’s Residence 1. Project Overview The US Consulate, Marseille, France requires a project involving fabrication of metal guardrails along the garden terrace and handrails in multiple areas in the garden of the U.S. Government property and residence of the Consulate General, located at 301, Promenade de la Corniche, 13006 Marseille. The work shall be done as per scope of work, specifications and general contract conditions. The property is on the U.S. Department of State's Secretary of State's Register for Culturally Significant Property. Work on this property shall align with globally accepted best conservation practices, the U.S. Secretary of the Interior's Standards for the Treatment of Historic Properties, and local requirements as applicable. • Purpose: Provide safety guardrails and handrails throughout the Consulate General's Residence (CGR) garden areas. Supply and install carbon steel railing to comply with safety regulations. For the main terrace, design and motifs shall be copied from existing balcony guardrail on the first floor (Art Deco style). Design shall be fabricated from standard square sections where applicable. 2. Type of Work: The project involves fabrication and installation of metal guardrails and handrails in multiple locations throughout the garden as detailed below. All existing dimensions shall be field verified. Materials: Custom made guardrails in carbon steel • Carbon steel structure (sections to be defined) • Corrosion protection by hot-dip galvanizing in accordance with EN ISO 1461 • Powder coating finish applied in workshop (black, RAL to be specified), in accordance with EN 13438 • System suitable for marine environment (coastal area, saline atmosphere, corrosion category C5) according to ISO 12944 Additional requirements: • Clean surface preparation prior to powder coating (degreasing, sweep blasting, etc.) • Appropriate galvanizing thickness and coating thickness for marine exposure • Anti-corrosion warranty (minimum 10 years) to be provided Description of Work 2.1. Qualibat Certification Requirements The Contractor shall hold a valid Qualibat certification appropriate for the nature and scope of the metal guardrail and handrail works described in this Scope of Work, including but not limited to the fabrication and installation of exterior metal guardrails, handrails, and associated structural steel elements. -- 2 of 13 -- ATTACHEMENT A – Specifications – SOW RFQ#19FR6326Q0098 Metal guardrails & handrails for U.S Consulate General’s Residence in Marseille 3 The Contractor shall provide, with its proposal and prior to the commencement of any fabrication or installation works: • A copy of the current Qualibat certificate, indicating: o The relevant activity codes for structural and architectural metalwork (garde-corps, handrails, staircases, exterior metal joinery, and related steel structures). o The qualification level and company classification. o The certificate number and validity dates. • A statement confirming that all works on this project will be carried out in accordance with Qualibat best practices and the applicable French and European standards listed in this Scope of Work. If the Contractor engages subcontractors for galvanizing, powder coating, structural calculations, or any other portion of the work, those subcontractors shall hold equivalent Qualibat certification or other recognized French/European certification appropriate to their trade. The prime Contractor remains fully responsible for ensuring that all work complies with Qualibat best practices and with the requirements of this Scope of Work. Qualibat certification requirements shall be considered mandatory eligibility criteria for this contract.
