Switchgear Maintenance and Emergency Service
PART 1
GENERAL INFORMATION
General: This is a non-personal services contract to provide Switchgear Maintenance and Emergency Services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Switchgear Maintenance and Emergency Services as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
BackgroundThe Bureau of Engraving and Printing (BEP) is a component of the Department of the Treasury that prints U.S. currency and other security products. The BEP is located in Washington, D.C, is approximately 1.4 million square feet in area and is a combined production and administrative facility. The BEP Power Plant is responsible for supplying incoming utility electrical service as well as supplying all 480-120/208V electrical service throughout the facility to all mission critical production equipment, as well as ancillary support electrical systems. This is accomplished through the use of BEP’s central General Electric (“G.E.”) 15kV distribution switchgear and other central G.E. and Cutler Hammer distribution switchgear.
Objectives: The Contractor shall develop, establish, and maintain a comprehensive Switchgear Maintenance and Emergency Services Program designed to meet the needs of the BEP.
Scope: The scope of this effort shall include an Inspection & Preventative Maintenance program in order to keep the equipment fully operational 24x7 throughout contract performance. All testing, inspection, and service requirements shall be completed per factory specifications and this scope of work. The scope shall also include scheduled site visits in each contract year, to perform operating inspections and maintenance services to protect against unpredictable repair expenditures, as well as ensuring system efficiency in order to keep the equipment fully operational at all times.

Equipment Details: Below are additional details regarding the BEP’s equipment.
Central G.E 15kV distribution switchgear currently includes four (4) 13,800 volt PEPCO supplied incoming feeder main switches, four (4) feeder tie switches, thirty one (31) distribution switches/breakers, all relays associated with the switches and breakers, and related items.
G.E. and Cutler Hammer distribution switchgear currently includes Fourteen (14) 480V distribution substations, nine (9) 120/208V network distribution protector switches, and five (5) 120/208V distribution substations, ten (10) 4160v breakers, and all distribution switches, all relays, and other related items.

Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years from date of award.
General Information
Quality Control: Quality Control is the responsibility of the contractor. The contractor is responsible for the delivery of quality services/supplies to the Government (see FAR 52.246-1, Contractor Inspection Requirements).
The Contractor shall develop, implement and maintain an effective Quality Control System which includes a written Quality Control Plan (QCP). The QCP shall implement standardized procedure/methodology for monitoring and documenting contract performance to ensure all contract requirements are met. The Contractors’ QCP must contain a systematic approach to monitor operations to ensure acceptable services/products are provided to the Government. The QCP, as a minimum, shall address continuous process improvement; procedures for scheduling, conducting and documentation of inspection; discrepancy identification and correction; corrective action procedures to include procedures for addressing Government discovered non-conformances; procedures for root cause analysis to identify the root cause and root cause corrective action to prevent re-occurrence of discrepancies; procedures for trend analysis; procedures for collecting and addressing customer feedback/complaints. The contractor shall upon request provide to the Government their quality control documentation. The Contractor shall submit to the CO the QCP no later than fifteen (15) calendar days after award After acceptance of the quality control plan the contractor shall receive the Contracting Officer’s acceptance in writing of any proposed change to their QC system.
