FOR
SYNERGY INNOVATION PROJECT FACILITY MAINTENANCE SERVICES

1.0 DESCRIPTION OF SERVICES. This requirement is for a Contractor to provide all
supervision, management, labor, tools, equipment, parts, materials, and transportation to perform
facility maintenance services at the 40,000 square foot Synergy Innovation Project facility
located at 100 Park Place Drive, Warner Robins, Georgia for the 402d Software Engineering
Group (SWEG). The Contractor shall deliver a predictive, preventive maintenance, and
corrections program that ensures the reliability and maintainability of the facility, avoids facility
downtime, and provides a 100% mission capable facility.
1.1 Initial Inspection/Quality Program Plan. No later than 14 days after contract award, the
Contractor shall begin an initial inspection of each existing system spelled out in this PWS (1.0 –
1.19.2) to identify all preventive maintenance (PM) actions needed to ensure the facility is
operating in a satisfactory manner. Within 45 days after initial inspection, the Contractor shall
provide the government a Quality Program Plan (QPP) addressing detection of quality program
problems and defects, identification of root causes for quality related problems/defects,
correction of root causes related to detected problems/defects, and follow-up to ensure quality
related problems/defects do not recur. The plan shall list each system, frequency of PMs, and the
actions to be performed by the Contractor. The Contractor shall submit the draft plan
electronically to the Government POC listed in 4.1. The Government POCs has 3 businesses
days to respond with any changes/updates. The Contractor shall resubmit within 2 business days.
Once this QPP is concurred upon this will be considered final. 100% compliance with the QPP is

1.2 Facility Maintenance. The Contractor shall perform facility maintenance and repairs to keep
all facility systems operating and functioning properly 24 hours a day, seven days a week. The
Contractor shall oversee and ensure all facility systems are operational by performing routine
scheduled maintenance and unscheduled repairs in accordance with the Contractor’s Quality
Program Plan.
1.3 Electrical Systems. The Contractor shall operate, maintain, install, and repair both energized
and de-energized facility electrical systems and components. Examples include electrical
circuits, electrical control systems, lightning protection systems, grounding systems, generator
systems, unit substations, and associated mechanisms. The Contractor shall maintain, repair,
replace lighting fixtures throughout facility, maintain, repair, replace, and operate all electrical
distribution systems from the indicated demarcation point to the facility. The Contractor shall be
responsible for maintaining all electrical equipment and systems in a properly functioning
condition according to National Electric Code (NEC) requirements to ensure safe and reliable
systems operation. The Contractor shall be responsible for maintaining and the repairing of the
400 Hz converter located in Utility Room 175.

1.4 Exterior and Interior Lighting. All light fixtures shall be repaired or replaced by the
Contractor upon identification of problems. Replacements shall match the same material and
type (to include light color, temperature, and lumen output) as the item being replaced. Supplies
and labor for light bulb replacements in non-mechanical/electrical/utility spaces that are less than
10 feet above the finished floor are the responsibility of the Contractor. Supplies and labor for
light bulb replacement greater than 10 feet above the finished floor level shall be provided by the
Contractor.
1.5 Intrusion Detection System Installation/Monitoring (IDS). The Contractor shall provide
CRZH certified UL 2050 Intrusion Detection System (IDS) installation/monitoring service.
SWEG will occupy an off-base facility, which must be protected by two (2) independent IDS.
One IDS will cover/protect the administrative portion of the facility while another
separate/dedicated IDS will protect a classified open storage area (secure room). Due to the
nature/classification of the secure room, CRZH certified UL 2050 installation/monitoring
Certification of Compliance is required.
1.5.1 Central Monitoring service must meet the guidelines in accordance with DoDM 5200.01-
V3, (Appendix to Enclosure 3 / Physical Security Standards), para 2f (2). Installation and
Monitoring: The Central Monitoring station shall be supervised continuously by U.S. citizens
who have been subjected to a trustworthy determination according to DODM 5200.02/AFMAN
16-1405.
1.5.2 The contractor shall provide Central Office Monitoring 24 hours surveillance 7 days a
week; to include Federal holidays. The currently installed IDS will cover all entry points into and
out of the areas set by SWEG to include but not limited to: windows, doors, control panels and
any associated equipment for both independent IDS.
1.5.3 The Central Office Monitoring contractor shall provide notification to the Warner Robins
Police Department for immediate dispatch. In addition, the Central Office Monitor will
immediately communicate the alarm activation to SWEG Security POC, Michael Socey at 478-
926-9361/478-283-0686 for immediate response.
1.5.4 The Contractor shall provide maintenance and repair of the IDS. The contractor shall
provide all travel, personnel, tools, parts, equipment, materials, and disposable supplies to
perform maintenance and repair the IDS. The Contractor shall respond shall provide on-site
response and repair services within four (4) hours of notification.
1.6 Grounding, Lightning Protection, Corrosion Control Systems. The Contractor shall be
