The basis for the sole source is that only General Dynamics Mission Systems (GDMS) can meet the Government’s schedule requirements without incurring unacceptable duplicative costs as it is currently the only qualified supplier that can meet the Government’s minimum requirements. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive requirement in the future. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
