Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation that Naval Surface Warfare Center Carderock Division (NSWCCD) intends to issue and is a Request for Quotes (RFQ) for the following Supplies and/or Services. Naval Surface Warfare, Carderock Division (NSWCCD), has procurement request for a for contractor to provide a white paper of Technical Data Package (TDP), reference (1) for Main Shaft Seals. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2026-01 effective 03/13/2026 located on https://www.acquisition.gov/?q=browsefar and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20260507 effective 05/07/2026 located at https://www.acq.osd.mil/dpap/dars/change_notices.html. NOTE: A Class Waiver is not applicable to procurement unless the NAICS code, PSC, and NAICS Code Descriptor currently in effect, match the item(s) being procured. This procurement IS being set aside for small businesses. Interested parties may identify their interest in this requirement by submitting a quote and/or capabilities statement no later than 11:00 AM on July 15, 2026. BACKGROUND: The Advanced Propulsor Management Office (APMO, Code 808) in the Naval Architecture and Engineering Department (Code 80) of the Naval Surface Warfare Center, Carderock Division (NSWCCD) is responsible for managing the Research and Development (R&D), design, testing, and delivery of United States Navy submarine propulsors and shaft. The contractor shall provide all necessary expertise to conduct a thorough engineering 2. DESCRIPTION OF SERVICES/INTRODUCTION: review. The contractor will function as a subject matter expert, applying core competencies in science, engineering, and fluid dynamics to perform adequacy assessments of the design. Adequacy assessments shall include engineering calculation. The objective is for contractor to provide a white paper of Technical Data Package (TDP), reference (1). 3. OBJECTIVE: 3.1. Requirements: The contractor shall perform a technical review of the TDP. Reference (1) provides an existing US Navy 3.1.1. Technical Review (CLIN 0001): design. Technical review shall include but not limited to evaluation of the US Navy seal design for sealing performance, identify key characteristics and features, offer suggestions for improvement, and indicate any areas where the rationale for design decisions cannot be determined in contractors' opinion, identify any dimensions, tolerances, notes, or other requirements that are unclear, conflicting, or require further information. The contractor shall perform a notional manufacturing plan in order to evaluate the feasibility of 3.1.2. Manufacturing Review (CLIN 0001): manufacturing the Navy seal design. Review shall include but not limited to describing the manufacturing challenges or risks the contractor foresees based on the design's geometry, materials, and specified tolerances. The contractor shall perform a notional inspection plan of US Navy seal design. Review shall include but not 3.1.3. Inspection Review (CLIN 0001): limited to inspection points, measurement tools to be used, inspection method, sample size/frequency, inspection point through manufacturing process, documentation and reporting, and corrective action plan. 3.1.4. Testing (CLIN 0001): 3.1.4.1. The contractor shall recommend and develop a conceptual design for a test rig capable of supporting seal design risk reduction. This should include but not limited to test rig size (i.e. sub/full-scale), rationale supporting size, concept design and layout. Rig should be able to accommodate dynamic motion capabilities, change in shaft rpm, pressure and temperature, inject sediment like particles, filtration system, instrumentation and monitoring (i.e. live measurements (i.e. leakage rate, system pressures and temperature, shaft speed and torque, alignment, vibration, etc.) 3.1.4.2.
