General Statement of Need:
The Communications Technology Laboratory (CTL) at the National Institute of Standards
and Technology (NIST) enables science and industry by providing essential measurement
methods, instrumentation, and standards to support all phases of communications
technology development, from fundamental characterization and discovery to production.
To support research and measurement services in microwave power, the Radio Frequency
Technology Division in CTL requires thermally insulating rectangular waveguides. The
thermally insulating waveguides will be incorporated into power measurement systems at
NIST. For this application, low electrical loss between the ports of the waveguide and high
thermal resistance between the ports of the waveguide is advantageous. The equipment
must be new (not refurbished or reconditioned).
Item Specifications and Quantities:
Item 1: WR-10 Thermally Insulating Waveguide
Quantity: 6 EACH
Specifications: 1.1 Rectangular waveguide apertures shall be designed for an
operating frequency range of 75 GHz to 110 GHz, with a
nominal width of 2540 μm and a nominal height of 1270 μm.
1.2 Waveguide flanges shall be consistent with the IEEE 1785-2a
Precision Dowel interface from the IEEE 1785.2-2016 standard.
1.3 Item shall include a thermally insulating waveguide with a
length of approximately 20 mm. The thermally insulating
waveguide shall be made of material with a thermal
conductivity of less than 0.25 W·m -1
·K -1
.
1.4 Maximum length shall be 30 mm.
1.5 The contractor may provide an estimate of the thermal
resistance of the item. Larger thermal resistance will be
considered advantageous in evaluation of proposals.
1.6 The contractor may provide an estimate of the maximum
insertion loss of the item in the operating frequency range.
Lower maximum insertion loss will be considered advantageous
in evaluation of proposals.
1.7 The contractor may provide an estimate of the minimum return
loss of the item in the operating frequency range. Higher
minimum return loss will be considered advantageous in
evaluation of proposals.
1.8 The contractor may provide estimates of the part-to-part
variability of the mechanical dimensions, thermal resistance,
maximum insertion loss, and minimum return loss. Lower part-
to-part variability, especially for thermal resistance, will be
considered advantageous in evaluation of proposals.
Item 2: WR-6.5 Thermally Insulating Waveguide
Quantity: 6 EACH
Specifications: 2.1 Shall follow the same specifications as Item 1, except that
rectangular waveguide apertures shall be designed for an
operating frequency range of 110 GHz to 170 GHz, with a
nominal width of 1651 μm and a nominal height of 825.5 μm.

Item 3: OPTION to PURCHASE: WR-4.3 Thermally Insulating Waveguide
Quantity: 6 EACH
Specifications: 3.1 Shall follow the same specifications as Item 1, except that
rectangular waveguide apertures shall be designed for an
operating frequency range of 170 GHz to 260 GHz, with a
nominal width of 1092 μm and a nominal height of 546 μm.
Item 4: OPTION to PURCHASE: WR-3.4 Thermally Insulating Waveguide
Quantity: 6 EACH
Specifications: 4.1 Shall follow the same specifications as Item 1, except that
rectangular waveguide apertures shall be designed for an
operating frequency range of 220 GHz to 330 GHz, with a
nominal width of 864 μm and a nominal height of 432 μm.
