PERFORMANCE WORK STATEMENT (PWS)
PROJECT OFFICE ADMINISTRATIVE ASSISTANT IV SERVICES
1. GENERAL. This is a non-personal services contract to provide Marine Engineering Project Office
Administrative Assistant IV services. The government will not exercise any supervision or control over the
contract service providers performing the services herein. Such contract service providers shall be accountable
solely to the contractor who, in turn, is responsible to the Government.
1.1. Description of Services: The contractor shall provide all personnel, equipment, supplies, facilities,
transportation, tools, materials, supervision, and other items and non-personal services necessary to perform
Project Office Administrative Assistant IV duties as defined in this PWS except for those items specified as
Government furnished items and support, if any. The contractor shall perform to the standards in this
contract.
1.2. Scope: This PWS covers Project Office Administrative Assistant IV services for Puget Sound Naval
Shipyard and Intermediate Maintenance Facility (PSNS & IMF) . The purpose of this contract is
to provide design Project Office Administrative Assistant IV services for Planning Yard ships and vessels.
This contract requires expertise with the following software products: Microsoft Access, Excel, Word,
Project and Adobe Pro in support of Project Management assistance. This contract shall require at a
minimum two (2) full time contractor employees to provide 4,124 hours (per year) of services from a desired
start date of (Award Date) 2026 through the Required Completion Date. No work on Government holidays or
holiday curtailment period. This work is to be performed at
The work must also be completed during a 0720 to 1600 shift, Monday through Friday.

3. REQUIREMENTS.
3.1. Project Office Administrative Assistant IV.
3.1.1. Have a high school education, 5-7 years of Administrative Assistant experience, one year experience
with Navy Modernitation, and have 5-7 years of experience with Microsoft Office products.
3.1.2. This contract shall require the Contractor to provide, at a minimum, 2 full-time personnel to complete
below tasks.
3.1.3. Contractor shall process, IAW documents 2.7 (above), up to 5000 ship drawings. Quality assurance
check in addition to following drawing issue requirements of document 2.6 to be included in drawing
processing procedure.
3.1.4. Contractor shall process up to 3000 Liaison Action Record (LARs). LAR processing will include
processing and monitoring in both the NSLC eLAR program and Planning Yard’s internal LAR program
IAW documents 2.9 (above).
3.1.5. Contractor shall compile, update, and verify up to 8000 ship availability Ship Change Documents
(SCDs) for up to 25 ship availabilities in the Planning Yard Document Information System (DIS) IAW
document 2.11 (above).
3.1.6. Contractor shall compile and verify Ship Installation Drawings (SID) status data and information for up
to 4000 SCDs within the Planning Yard DIS IAW document 2.11 (above).
3.1.7. Contractor shall compile a Planning Yard Integration Control Log (PYICL) book and update PYICL
database for up to 170 ship checks.
3.1.8. Contractor shall process up to 4000 sheets of historical documents for storage in Planning Yard’s
electronic database.
3.1.9. Contractor shall compile data for and generate the below reports using data from the NSLC eLAR
program, Planning Yard Applications (PYApps), and DIS. Samples of the below reports are provided in
document 2.12 (above).
3.1.9.1. PSNS PY STATUS REPORT. This report is by Ship Availability and is provided weekly.
3.1.9.2. PSNS 3rd PARTY SID REPORT. This report is by Ship Availability and is provided every Tuesday.
3.1.9.3. PSNS CUSTOMER DOCUMENT SCHEDULE. This report is by Ship Availability and is provided
monthly.
3.1.9.4. PSNS PY INCOMING LAR REPORT. This report is by ship class and is provided weekly.
3.1.9.5. PSNS PY OUTGOING LAR REPORT. This report is by ship class and is provided weekly.
3.1.9.6. DAILY INCOMING LAR REPORT. This report is provided daily.
3.1.9.7. INTERNAL DRAWING ISSUE STATUS REPORT. This report is by ship availability and is
provided on the PY Design Target Dates (DTD) for each SCD.
3.1.9.8. DIS ACTIVE AND UNLOCK REPORT. This report is Planning Yard Programs (CVN and Surface
Ships) and is provided weekly.
3.1.9.9. DIS ACTIVE AND PAST DTD REPORT. This report is Planning Yard Programs (CVN and
Surface Ships) and is provided weekly.
