DDRT Track Dipper System Cleanout Statement of Work Page 1 of 9 1.0 Scope a. This Statement of Work (SOW) covers the work, material, equipment, and controls that shall be required to remove the solvent/ dried on preservative/ contaminants and sludge from the track dipper system in its entirety as described below: i. The track shoe preservation vat includes vat, lid, and all associated items attached to the vat. ii. Drip tray from vat to oven including support columns. iii. Heated wind tunnel drying oven including all items inside and outside the confines of the oven. iv. All overhead conveyor systems associated with the Track Dipper System, including support beams and columns. v. Input/ output overhead catwalks including ladders, support beams, and columns. vi. Ground level conveyor systems from the East/ West main line conveyor to the endpoint of the three-dipper input/ output sections, top to bottom of conveyor system. vii. Flooring under all the above components. viii. South interior wall behind system from input catwalk to east end of oven. b. Upon removal of liquid mixture from the vat and remaining thickened sludge, all track dipper system components, surfaces described above will be mechanically cleaned to maximize removal of solvent/ preservative/ contaminants to all components listed above. c. All wastes will be containerized and staged by the Contractor for disposal as coordinated by DLA Distribution Red River, Texas (DDRT) through the Host installation Hazardous Waste Disposal Contract. Safety Data Sheet for track dip preservative, solvent and biocide chemicals are included as a part of this SOW. d. Entry into the vat and heated wind tunnel drying oven will be required to accomplish cleanout and replace aeration heads. Dip vat and heated wind tunnel drying oven have been identified and labeled as Permit-Required Confined Spaces. 2.0 Site a. The site of work is located at DLA Distribution Red River Texas. Located on Red River Army Depot approximately 18 miles West of Texarkana, Texas on Interstate 30. -- 1 of 9 -- DDRT Track Dipper System Cleanout Statement of Work Page 2 of 9 3.0 System Layout and Function a. The function of the track shoe preservation system is to transport track shoe bundles by inbound accumulating conveyor lines to a dip vat, apply Government- furnished solvent and preservative mixture to the material, dwell, dry material in a heated wind tunnel drying oven, and transport material to outbound conveyor lines to be stored or shipped. b. The preservation dip vat is constructed of heavy-duty steel and is resting on the concrete floor, located along the southern-most wall of Zone 6. The vat was constructed in accordance with approved Underwriter’s Laboratories, Inc. Standards. Dimensions of the vat are 20ftL x 6ftW x 5.5ftH with a fill capacity of approximately 4,000 gallons. The vat is equipped with a retractable cover. Vat appurtenances also include but may not be limited to pneumatic agitator pumps, drain lines, air compressor, dip pan, heated wind tunnel drying oven. The vat is surrounded by nearby associated conveyor lines, conveyor controls, pallet turn tables, overhead monorails, tractor trolleys, air compressors, support structures, propane lines, drip pan, forklift barriers, etc. c. Warehouse roll up doors are located immediately to the west and east of the vat. Nearest dock ramps are located at the southwest and southeast corners of Zone 6. d. Access to 110v electrical outlets is available within approximately 15ft of the vat. 4.0 Applicable Specifications, Standards and Codes a. Applicable Federal or MIL-SPEC requirements b. Occupational Safety and Health Administration (OSHA Standards) i. 29 CFR 1910 Occupational Safety and Health Standards ii. 29 CFR 1960 Basic Program Elements for Federal Employee Occupational Safety and Health Programs and Related Matters c. Environmental Compliance Standards i. 40 CFR 104-135 Water Programs ii. 40 CFR 239-282 Solid Wastes -- 2 of 9 -- DDRT Track Dipper System Cleanout Statement of Work Page 3 of 9 5.0 Requirements a. Task i. The Contractor shall provide all equipment, materials, control components, supervision and labor necessary to accomplish the work described in Section 1.0 Scope with the exception of waste collection containers which will be provided by the Government (poly totes for liquid waste [275-300 gallons each] and 55 gallon drums for solid wastes such as contaminated gloves, coveralls, rags, etc.). ii. The Contractor shall transfer all liquid preservative and solvent mixture from the vat, including sludge along the bottom of the vat, into poly totes that will be provided by the Government. Note: Aeration system piping and heads located at the bottom of the vat are surrounded by thickened sludge. All sludges must be removed from the vat and from around all appurtenances. iii. Following bulk removal of liquid mixture and sludge, any residual preservative mixture and sludge will be removed from all vat surfaces and appurtenances as described in Section 1.0 Scope to provide a clean, dry surface, free of significant residuals, debris, or other inhibiting materials. If any cleaning chemicals are used, the chemicals must be compatible with the construction materials of the vat and appurtenances and be approved in advance by RRAD for use on the Depot. All residual preservative mixture and debris removed from the vat surfaces and appurtenances will be properly containerized for hazardous waste disposal in accordance with host installation waste disposal procedures. iv. The Contractor shall remove all oven liners contaminated with preservative mixture and mechanically remove any accumulated or residual mixture or sludge from inside the oven. -- 3 of 9 -- DDRT Track Dipper System Cleanout Statement of Work Page 4 of 9 v.
