Statement of Work for Debris and Metal Purchase Request: Removal of Miscellaneous Debris and Metal Annual Service Contract 1.0 BACKGROUND The United States Government Publishing Office (GPO) is constantly under renovation due to office moves, production improvements, infrastructure modifications, and facility maintenance. As a result, GPO requires on-call and scheduled removal of non-hazardous debris, recyclable scrap metal, and paper dust. GPO’s Plant Operations Division requires two (2) 40-yard roll-off dumpsters and one (1) 30-yard recyclable metal roll-off dumpster. Building operational hours are 7:30 a.m. to 3:00 p.m. Primary Point of Contact: Harold Mitchell Phone: 202-512-2052 Ext. 20252 Email: hmitchell@gpo.gov Secondary Point of Contact: Magdalena Alexandre Phone: 202-512-2397 Email: malexandre@gpo.gov 2.0 SCOPE OF WORK The Contractor shall furnish all labor, equipment, roll-off dumpsters, transportation, permits, and disposal services necessary to provide on-call removal, transportation, recycling, and disposal of non-hazardous debris, and recyclable scrap metal generated by GPO. 3.0 REQUIREMENTS/TASK 3.1 40-YARD ROLL-OFF DUMPSTERS (ON-CALL) The Contractor shall provide two (2) 40-yard roll-off dumpsters located in Lot 50 at the rear of Building B Garage. Pickup shall be on an on-call basis with a response time not to exceed 24 hours (excluding weekends and Federal holidays). Dumpster removal shall not occur Monday– Friday between 6:30 a.m. and 8:00 a.m. The Contractor shall clean any debris spilled during servicing. 3.2 30-YARD RECYCLABLE METAL ROLL-OFF DUMPSTER (ON-CALL) The Contractor shall provide one (1) 30-yard recyclable metal roll-off dumpster located in Lot 50 at the rear of Building B Garage. Pickup shall be on an on-call basis with a response time not to exceed 24 hours (excluding weekends and Federal holidays). Revenue generated from recycled scrap metal shall be remitted to GPO. The Contractor shall provide a certified weight ticket and monthly accounting of all recycled metal. 4.0 CONTRACTOR RESPONSIBILITIES - Furnish all labor, equipment, vehicles, and dumpsters. - Maintain dumpsters in safe, serviceable condition. - Comply with all OSHA, EPA, DOT, Federal, and District of Columbia regulations. - Ensure all required licenses and permits remain current. - Secure loads during transport. - Clean up any debris resulting from pickup activities. -- 1 of 2 -- 5.0 GOVERNMENT RESPONSIBILITIES - Designate dumpster locations. - Request pickups. - Provide contractor access. 6.0 PERFORMANCE STANDARDS Performance Requirement Standard Pickup response Within 24 hours Replacement dumpster Same service visit Cleanup All spilled debris removed Reporting Weekly tonnage report Emergency service Within 4 hours when requested 7.0 PLACE OF PERFORMANCE U.S. Government Publishing Office Lot 50, Rear of Building B Garage 732 North Capitol Street NW Washington, DC 20401 8.0 PERIOD OF PERFORMANCE Base Year: October 31, 2026 – October 30, 2027 Option Year 1: October 31, 2027 – October 30, 2028 Option Year 2: October 31, 2028 – October 30, 2029 Option Year 3: October 31, 2029 – October 30, 2030 9.0 PROJECT STATUS AND REPORTING The Contractor shall provide weekly tonnage reports. Each invoice shall include the contract number, date of pickup, dumpster size, weight ticket number, tonnage, unit price, and total amount due. 10.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES None. 11.0 OTHER REQUIREMENTS / GENERAL INFORMATION All contractor personnel shall check in at the Visitor Center and follow all applicable security procedures before entering GPO facilities.
