STATEMENT OF WORK Request for Consultation Support from Outside Experts for the Naval Consolidated Brig Miramar’s Sex Offender Treatment Program GENERAL: The Naval Consolidated Brig Miramar (NCBM) is the Navy’s Correctional Model Manager for the Sex Offender Treatment Program (SOTP) which was originally developed over 30 years ago and was completely revised and updated in 2015 and implemented in 2016. The current SOTP was developed through a contract with Central Coast Clinical & Forensic Psychology Services (CCCFP). The original contract included program evaluation and program development. The program evaluation component gathered data to facilitate a revision of the program and the development component updated the program to align with the Risk-Needs-Responsivity (RNR) model. RNR model SOTP programs utilize the best practice standards. Objectives: It is prudent to ensure that ongoing consultation is provided to the SOTP staff to ensure the Navy is continuing to provide research-based treatment at the highest level. Work under this contract will occur over the next 12 months and will include consultation services to respond to questions, concerns, and issues of the SOTP treatment providers. Consultation may address, but is not limited to, questions about programmatic issues, program implementation, consultation about clients in the SOTP, and working with special populations. Description of Consultation Services: The Contractor shall provide feedback to SOTP staff on all types of programmatic concerns, including but not limited to, case consultation, program adaptions, assessment concerns, staff development, etc. Feedback can be provided orally or in writing. Services shall be available throughout the 12-month contract period. Specifically, the contractor will: 1.1 The Contractor shall schedule consultation meetings (typically via telephone) of one to three hours a month with SOTP staff to discuss various consultation topics. The Contractor will be expected to provide feedback about consultation topics either orally or in writing. A total of twenty-four hours of consultation shall be provided over twelve months. 1.2 The Contractor is solely liable for the quality of services provided. The Contractor is also liable for the contractor employee negligence, and any fraud, waste, or abuse. If performance falls below the AQL defined above, the SOTP Director (or designee) shall document the instance(s), coordinate with the Contracting Officer, and advise the Contractor. The Contractor will be requested to review the documentation and provide a written response on how performance will be corrected in the future. Re-performance of any work for failure to perform in accordance with the specified AQL or task requirement -- 1 of 3 -- shall be borne at the Contractor’s own expense and at no additional cost to the Government. Other Important Information - Consultant Requirements: This effort will be performed under a firm fixed price contract over a period of twelve months and will include the following contractor requirements: 1.3 Contractor must have proven abilities to address consultation concerns within an SOTP in the military correctional environment based on their expert experience on best practices with the “most current sex offender research with risk, responsivity, and needs” of identified participants. 1.4 Provide experts that have prior experience, education, and familiarization with SOTP within a military corrections environment due to our unique population. 1.5 Provide experts that have proven knowledge of our military population and our brig located SOTP. Proficiency should be based on the contractor’s experience consulting with a military SOTP in a correctional environment in relation to the RNR model. 1.6 Provide experts that have experience working with SOTP programing with prisoners who are expected to release back into the community and have demonstrated effective treatment outcomes within the last 5 years. 1.7 Provide experts that have written and published research on Sex Offender treatment with regards to RNR within the last 10 years. 1.8 Provide experts that have contributed to research fundamental to understanding of sex offender treatment, diagnosis, and risk assessment. 1.9 Provide or consult with experts in treatment and assessment of internet sex offenders, as evidenced by providing trainings at the Association for the Treatment of Sexual Abusers (ATSA) annual conferences and having multiple publications of their research in internet sex offender recidivism, risk factors, and treatment needs. 1.10 Provide experts in sex offender diagnostic, risk assessment, and treatment needs, as evidenced by providing input to DSM-5 committees regarding paraphilias, and by providing trainings at the ATSA annual conferences. 1.11 Providing experts that have expertise in transitional needs of sex offenders who are in inpatient treatment. 1.12 Provide experts that will assist in addressing issues that arise when an SOTP has undergone a complete revision and make recommendations based on our unique environment. 1.13 The Contractor must provide experts who have had successful experience in working with co-morbid needs in sex offenders (including histories of substance abuse and domestic violence), first time offenders, internet offenders, and incarcerated military sex offenders with transitional needs. 1.14 Provide experts that have experience with the Brig’s specific SOTP curriculum and program. -- 2 of 3 -- Delivery Date: Period of performance will be from the signed contract as follows: BASE YEAR: 09/15/2026 – 09/14/2027 OPTION YEAR 01: 09/15/2027 – 09/14/2028 OPTION YEAR 02: 09/15/2028 – 09/14/2029 OPTION YEAR 03: 09/15/2029 – 09/14/2030 OPTION YEAR 04: 09/15/2030 – 09/14/2031 Address for consultation service delivery: Consultation services are typically provided via telephone/virtually.
