STATEMENT OF WORK (SOW) Project Title: USCG Sector Northern New England Solid Waste Removal ServicesPurchase Request (PR) Number: [To be Determined] 1.0 BackgroundThe United States Coast Guard (USCG) Sector Northern New England requires professional solid waste removal services for its shore installations in Portland and South Portland, ME. The contractor shall provide all necessary management, labor, materials, equipment, and vehicles to perform these services safely and in accordance with all local, state, and federal environmental laws. 2.0 Scope of Work & DeliverablesThe contractor shall provide scheduled and "as-needed" solid waste (Municipal Solid Waste - MSW) and construction debris removal services at the specified locations. 2.1 Equipment and Service Frequency Lids Required: All MSW 8-yard containers must be equipped with durable, functional lids to prevent access by local wildlife and wind-blown litter. Maintenance: The contractor is responsible for maintaining all provided containers in a clean, sanitary, and structurally sound condition (free of leaks and excessive rust). Container Description Quantity Location Frequency of Service 30-Yard Roll-off (Construction Waste) 1 259 High St As Needed (On-Call) 8-Yard Container (Solid Waste) 4 259 High St Twice per week 8-Yard Container (Solid Waste) 1 Wrights Wharf Twice per week   2.2 "As Needed" Haul RequirementsFor the 30-yard construction roll-off container, the contractor shall provide hauling and disposal services on an "as-needed" basis. Upon receiving notification from the Contracting Officer (KO) or Quality Assurance Inspector (QAI), the contractor must service (empty and return, or swap) the container within 48 hours. The Government estimates 10 haul-offs and an estimated 30 tons of disposal per year for quoting and evaluation purposes. 2.3 Prohibited Waste & Environmental ControlsThe Government will not place hazardous waste, toxic materials, liquid paint, waste oil, vehicle batteries, or tires in the provided solid waste or construction containers. The contractor is only responsible for the removal of standard Municipal Solid Waste (MSW) and general construction/demolition debris. Given Location 2 is situated on a pier (Wrights Wharf), the contractor must ensure all loads are secured and extreme care is taken during collection to prevent any solid waste from entering the waterway. 3.0 Period of Performance & Hours of Operation Period of Performance: 01 July 2026 through 30 June 2027. Hours of Operation: Routine collections must occur during normal Coast Guard business hours: Monday through Friday, between 8:15 AM and 4:00 PM. Federal Holidays: Service is not required on recognized Federal Holidays. If a scheduled pickup falls on a Federal Holiday, the contractor shall perform the collection on the next business day. 4.0 Places of PerformanceServices shall be performed at the following physical locations: Location Designator Physical Address Location 1 (Sector Base) 259 High St, South Portland, ME 04106 Location 2 (Wrights Wharf) Pier at end of Wrights Wharf (behind 350 Commercial St), Portland, ME 04101   Site1: 259 High St, South Portland, ME 04106 Site 2: Pier at end of Wrights Wharf 350 Commercial St, Portland, ME 04101 5.0 Security & Base Access RequirementsDue to heightened security protocols at military installations, the contractor must comply with the following: Personnel Identification: All contractor employees must possess and present a valid, unexpired government-issued photo ID (driver’s license, state ID, or passport) at the security gates. Vehicle Identification: All service vehicles must be clearly marked with the contractor’s corporate logo or name. Gate Delays: Delays at base security gates are normal and will not be considered a government-caused delay or justify additional service charges. Wrights Wharf Access Protocol: Location 2 is unstaffed. The contractor must contact the QAI or KO once contract is awarded to ensure procedures are understood. 6.0 Government-Furnished PropertyThe Government will not provide any equipment, tools, utilities, fuel, or information (GFE/GFP/GFI) for this contract. 7.0 Quality Assurance & Performance StandardsThe QAI will monitor contractor performance. The contractor's performance will be deemed unsatisfactory if they fail to meet the following standards: Performance Indicator Standard Government Remedy for Non-Compliance Timely Pickup Routine collections completed on scheduled days. "As Needed" hauls completed within the specified response window. Contractor must resolve missed pick-ups within 24 hours of notification at no extra cost. Cleanliness No trash spilled, dropped, or left around the immediate vicinity of the containers during the servicing process. Contractor must return to clean the area within 24 hours of notification. Container Condition Lids operational to deter wildlife; no major leaks, holes, or structural damage. Contractor must repair or replace defective containers within 5 business days of notification.   8.0 Phase-In / Phase-Out TransitionTo prevent any lapse in sanitary services, the incoming contractor shall coordinate the delivery of their containers with the QAI to ensure a seamless transition with the outgoing vendor. All new containers must be in place and fully operational by 08:00 AM on 01 July 2026. 9.0 Invoicing & IPPInvoices shall be submitted monthly in arrears via the U.S. Department of the Treasury Invoice Processing Platform (IPP) at www.ipp.gov. The fixed monthly rates shall cover the 8-yard container rentals and regular dumping. The 30-yard construction container shall be invoiced based on the fixed monthly rental rate, plus the flat haul fee and actual disposal tonnage per occurrence, supported by landfill weight tickets.
